Project Lead - Plant Status (BSR18)

The Major Projects Team (MPT) are responsible for design, development and effective delivery of CAPEX projects in accordance with Northern Gas Networks (NGN) Business Strategy Records (BSRs) throughout the RIIO period 2013 - 2021.

The Project Lead BSR18 will ensure that a portfolio of reactive CAPEX schemes are delivered to meet the requirements of the business. The role is designed to ensure consistent, safe, timely, effective and efficient delivery of projects supporting NGNs business objectives in line with relevant legislation.

Knowledge, Experience and Technical Know How

(Dependent upon the candidates skill set, training support will be available)

  • Demonstrate technical knowledge and experience of successful project planning/delivery on a range of gas assets across all pressure ranges and asset types from low pressure through to high pressure including; meters, electrical and instrumentation, mechanical(pipes and valves etc), gas holders, district governors and cathodic protection.
  • Understanding of appropriate legislative requirements, company policies and procedures
  • Excellent leadership, influencing/negotiating, customer orientation and communication skills, providing the ability to support /communicate and effectively develop working relationships with staff at all levels
  • Demonstrate financial management and commercial acumen as well as proficiency in forecasting.
  • Ability to manage a portfolio of reactive CAPEX schemes as well as PSSR remedial works
  • Valid current UK Driving Licence

Qualifications Required

  • Ideally educated to degree standard in a relevant discipline but will consider HNC/NVQ Level 4 or equivalent, leading to incorporated status or similar in the field of engineering.
  • Ideally supported by recognised training or qualifications on Health, Safety, Environmental, project management and financial management.

Job Dimensions

  • Fulfil the role of "project manager" for an ongoing portfolio of projects as detailed in the NGN business plan (BSR 18) across the RIIO period.
  • 1 direct report but also a key part of an integrated project design and delivery team (both NGN staff and Professional Services staff)
  • Accountability for main works contractor staff during construction phase across a number of projects that may be running simultaneously.
  • Budgets - circa £1 - 2m per year depending on number and type of projects being delivered as part of BSR18 allocation.
  • On behalf of the programme manager carry out day to day management of small/medium sized contracts from existing frameworks.
  • Assist in design and development of BSR18 as part of BSR18 investment team working alongside Integrity and investment planning.
  • Day to day responsibility for input into project design and development for a number of projects under BSR18, taking a lead in planning the construction phase and liaison with main works contractors, project engineers and managing all aspects of HS&E.

Key Accountabilities

Direct accountabilities

  • The Project Lead will ensure that BSR18 is delivered to meet the requirements of the business and fulfils the role of "project manager" in line with relevant legislation and NGN processes. The role is designed to ensure consistent, safe, timely, effective and efficient delivery of projects supporting NGNs business objectives.
  • Develop and maintain a positive safety ethos both within the team and through the impact of the Major project team's activities to meet the Company's EHS objectives through the effective delivery of projects
  • Responsible for compliance with NGN Process Safety procedures and ensuring compliance with CDM (where appropriate) for projects that have been assigned.
  • Carry out a portfolio of reactive CAPEX and remedial works under the NEC3 Form of contract
  • Input into the development of contract strategies using existing frameworks for the delivery of economic and efficient project solutions aligned to the NGN "DSP" model.
  • Directly manages a number of smaller contractors using the NGN "DSP" model to provide effective and efficient delivery of the works portfolio.
  • Initiates and co-ordinates the timely preparation of Non-Routine Operation (NRO) documents to match plant outage programmes
  • Inputs into the development of individual BSR18 business cases for presentation at ISG as part of the BSR18 project investment team.
  • Participates in regular site safety tours and carry out audits in accordance with the Major projects audit plan.
  • Produce technical reports and provide technical input into incident investigation on an ad hoc basis
  • Input into finance forecasting and budgetary control as part of project governance and scheme delivery
  • Where appropriate input into development of designs in line with the Formal Process Safety Assessments (FPSA) process including attending HAZID, HAZOP, HAZCON events

Indirect accountabilities (outside major projects team role description but required by wider NGN business)

  • Participate in standby duties (as and when required) by the business subject to business requirements.
  • Carry out duties as authorising engineer (AE) and/or competent person (CP) under safe control of operations SCO as directed and required by the business
  • Maintain key competencies in line with safety and technical competency matrix (STC) as required by the business. This may include but will not be limited to COMPEX, EL6, P11/P18

The Package

  • Permanent, Personal Contract
  • £43k - £50k per annum dependent on experience
