Our technology team plays a critical role in helping us change the lives of people across the world. DFID operates in a global context, including in some of the most fragile and conflict affected states, and technology underpins everything we do. DFID works closely with government and international partners to achieve the aims of the UK Aid Strategy and the Government Transformation Strategy.

Why we need you

This is an exciting time of transition for DFID - we are moving to a new global network infrastructure, we are increasingly using Cloud services (SaaS, PaaS, IaaS), we are planning a refresh of devices and office productivity tools, and we are gathering more data on our programmes than ever before. Cybersecurity is vital to our safe operation in difficult environments.

As the Chief Technology Officer (CTO) you will lead our technology transformation through this period, ensuring that we are making the correct strategic choices to support DFID's core mission. You will lead on the assessment of new and emerging infrastructure and communications technologies to determine where and how they will add value to DFID. This includes identifying and finding solutions for problems with existing technology so that best value is achieved from IT solutions already in place.

As well as advising the Chief Information Officer on technology, the role includes sharing knowledge, expertise, and experience with other senior technology representatives from across government.

The key functions of the Chief Technology Officer (Manager, Cyber, Security, Infrastructure) role are the following:

Technology leadership
•Provide technical leadership and consultancy to internal teams, ensuring infrastructure is fit for purpose and cost-effective.
•Accountable for implementing the infrastructure elements of DFID's Data, Information and Technology Strategies;
•Identify and exploit opportunities to converege and share infrastructure with One Government Overseas (1HMG) partners;
•Deliver an infrastucture that enables DFID staff to be highly mobile in where they work, while retaining full access to communications, business and producity services;
•Build, maintain and publish a technology blueprint, looking ahead for future opportunities or blockers. Track emerging technologies and integrate new technologies into the blueprint, as appropriate.
•Articulate and agree an investment roadmap to renew core equipment and reduce operating costs of retained on-premise infrastructure
•Delivery of a reliant infrastructure which has 'defence in depth' for cyber security with significant automation of detection, alerting and remediation
•Maintain suitable technology governance in line with the Technology Code of Practice. Represent the technology team on project boards delivering technology transformation.

Building capability
•Manage and develop staff in the Digital, Data and Technology profession, with particular attention on staff in technical infrastructure roles.
•Mentor architects and engineers, building capability and setting standards.

Strategy and engagement
•Act as a member of the Business Solutions Department Senior Management Team.
•Take shared responsibility for the Technology Strategy.
•Engage with key users and senior stakeholders in DFID to better understand user needs and how those can be supported by technology.
•Maintain strong relationships with technology suppliers, understanding product and service evolution and how this could be used by DFID.
