Senior Digital Business Analyst - Agile - BDD - Leeds

General Responsibilities

The Business Analyst will deliver services that meet the Government s Digital By Default Service Standard.

The key purpose of the Business Analyst role is to support the business in implementing change and improvements, including defining requirements for a DWP Service).You will also contribute to the development and progression of the Business Analysis Practice within DWP.

You will have a good understanding of strategic arenas and lead large and complex projects. You will have functional and/or people management responsibilities and the responsibility to mentors others. You will manage communities of practice activities (internally and across government) and develop best practice.

You will be proactive in your own development to work towards expert level

* Building strong working relationships with project stakeholders, analysis of stakeholder objectives and the underlying issues arising from investigations into business requirements

* Able to manage and prioritise own workload, work independently with minimal supervision, provide support and guidance to other members of team

* Capture user needs, mainly through interviews and workshops (but also surveys and document analysis) to create high level business process descriptions/diagrams, and epics and stories in an Agile backlog

* Support and advise the Product Owner in agreeing the right mix of features/stories for each sprint, including functional and non-functional requirements

* Resolve complex requirements conflicts through stakeholder engagement and negotiation, presenting recommendations to senior stakeholders and governance forums

* Support the Product Owner in prioritising stories and ensuing they are optimal size for sprint planning

* Elaborate stories and define acceptance criteria as part of a Behaviour Driven Development (BDD) and/or Test Driven Development (TDD) approach to software delivery

* Support and advise the Product Owner in communicating the benefits of outcomes to gain acceptance/approval

* Identify business improvements in information systems and procedures eg predict user and financial benefits and how channel shift will be measured

* Analyse and assess new ideas, considering risks, opportunities and impacts arising

* Apply business modelling, analysing methods and standards

* Investigating, documenting, refining and managing the business processes to capture the current status and potential future requirements of business operations and/or business strategy. This will include providing simulation data as required.

* Identifying relevant issues and challenges, analysing root causes, and efficiently identifying and developing appropriate solutions.

* Leading aspects within Business Process Change Management by investigating operational requirements, problems, and opportunities, documenting these and assisting in seeking effective business solutions through improvements in new or changed processes

* Leading the Identification of activities that do not add value to the Department with a view to reducing or eliminating them

* Ability to interpret and translate complex process documentation into clear business procedures

Essential Skills

* Understanding of Project Lifecycle, Project Definition, scoping principles, the roles of different stakeholders in this environment and the importance of the BA role at each stage; understands the roles and responsibilities of a Business Analyst in supporting delivery of requirements from both a technical and business perspective

* Can elicit requirements using a range of elicitation techniques including

stakeholder interviews, workshops, use cases and document analysis in order to understand current processes and gather new requirements; takes responsibility for investigative work to determine business requirements and specify effective business processes. applies and monitors the use of modelling and analysis tools, methods and standards. Collaborates with stakeholders at all levels and prepares business cases

* Identify both functional and non-functional requirements, elicit, document and prioritise high level and detailed requirements and user stories.

* Facilitates scoping and business priority-setting for large or complex changes, engaging senior stakeholders. Selects the most appropriate means of representing business requirements and drives the requirements elicitation process. Takes responsibility for the investigation and application of changes to programme scope

* Analyses business processes; assesses feasibility, and recommends new approaches. Contributes to evaluating the factors to be addressed in the change programme. Helps establish requirements for the implementation of changes

* Builds long-term strategic relationships with senior stakeholders. Acts as a single point of contact and facilitates access to colleagues and subject matter experts. Negotiates at senior level on technical and commercial issues and influences the development and enhancement of services, products and systems

Desirable

* BCS International Diploma in Business Analysis four modules: Business Analysis Practice and Requirements Engineering and one knowledge based specialism and one practitioner specialism

* Previous experience of working in an Agile Project Environment using analysis techniques and an understanding of different approaches eg Scrum, XP, DSDM

* Applies and drives Agile principles to their work and the team s work

* Produce quality user stories as part of agile toolkit including estimation, sizing stories and breaking stories down for sprint planning.

* Facilitate requirements definition/gathering workshops

* Can construct complex process and data models using mapping standards and software (BPM, Visio) for significant change programmes and across multiple business functions. Obtains input from and communicates modelling results to senior managers for agreement

* Can use agile supporting software such as Confluence and Jira ? Advise on implementation techniques, take ownership of issues including making recommendations and presenting alternative options when issues arise

* Contributes to the creation of the target operating model and ensures that agreed operational service levels are met

* Understands principles of testing phases in different project environments and the link to requirements documentation including production and execution of test scripts.

* Experience of BDD/Test Driven development.

* Defines test conditions for given requirements. Designs, interprets, executes and records test cases in accordance with project test plans. Analyses and reports test activities and results. Identifies and reports issues and risks

* Accepts responsibility for creation of test cases. Creates traceability records, from test cases back to requirements. Reports on system quality and collects metrics on test cases

* Experience of open source and cloud technologies and their sourcing.
