Apprenticeship Programme Manager
Fixed Term/Secondment contract to 31 March 2019
Work Hours: 36 Hours per Week
Grade: PO5
Hackney is London's most diverse, dynamic neighbourhood. Reaching from the Square Mile to Queen Elizabeth Olympic Park, this is an area of rapid economic growth, particularly in technology, media, fashion and other creative industries. Hackney has more green spaces than any other inner London borough; some of the capital's finest schools; first class transport connections; excellent public services; and thriving arts, cultural and retail sectors. We seek people with ambition, creativity and commitment to ensure our economic growth provides benefits for everyone and creates opportunities to transform the lives of residents.
As Apprenticeship Programme Manager you will lead our apprenticeship programme, making sure we comply with government policy. You will work with senior officers across the Council to create apprenticeships that meet our development plan. You will also play a key role in developing and delivering the Council's apprenticeship levy strategy, and supporting businesses in the borough to create apprenticeships.
The ideal candidate will be collaborative, organised, and passionate about the potential of apprenticeships. If you have the knowledge and experience of implementing apprenticeship schemes preferably within a large organisation, this is an exciting opportunity to drive forward a key priority for us.
You must have superb networking skills and be able to build strong collaborative relationships. We need someone not only able to influence and negotiate, but also with gravitas and an ability to enthuse diverse stakeholders with the importance of this work.
You will need to have a working knowledge of the legislation, process and policies for apprenticeships and be able to communicate them to all levels across the Council.
To thrive in this role you will need to appreciate the challenges of promoting apprenticeships to young people and the barriers to employment that they may face. You should be aware of issues around work readiness and best approaches to mitigate them. An understanding of the context of economic growth patterns emerging in East London would be helpful.
Ideally you should understand the workings of local government including commissioning and procurement. Knowledge of health and safety, risk assessments and the specifics relating to certain service areas will also be needed.
You should have experience in HR, recruitment or training - preferably in a similar role. You should be able to develop and manage complex projects.
Please refer to the Job Description and Person Specification. It is essential that you include a supporting statement, addressing how your skills, knowledge and experience meet all aspects of the post, as indicated in the job description and person specification.
At Hackney, we go that extra mile for our people; we offer a work environment which is stimulating, fast moving and supportive, giving you the chance to use your skills and develop new ones within a high profile organisation.
