Within Route Services, the Infrastructure, Construction and Engineering (ICE) Building & Civil Project Engineering team is a National team of diverse engineering capabilities that provides technical and engineering support services to Network Operations in all the routes. As part of the Project Engineering team you will be embedded into the local route working in Basingstoke serving Network Rails interests in delivering quality engineering schemes and projects that offers value for money for the various internal and external stakeholders.

As part of the Building & Civil Project Engineering team, you will help to ensure a safe structures asset base for the route that is fit for the railway of the future. The team in conjunction with the works delivery team manages schemes and projects on Victorian structures, which in most cases are over 100 years old, in a sustainable manner.

We are continually looking for innovative solutions to the engineering challenges that we face, to maintain, enhance and/or renew Network Rail's structural portfolio. Providing a balance between railway stakeholders requirements and provide cost effective solutions.

As a Building & Civil Project Engineer, you will manage design and construction activities for allocated projects.

You will liaise with the local delivery teams in Basingstoke to ensure that scheme requirements are effectively communicated, designs approved and the optimal whole life cost solutions implemented within the required timescales.

This role provides a fantastic opportunity to be involved in developing and implementation of engineering schemes within Network Operations CP5 - CP6 workbank and is an ideal opportunity to develop your knowledge and skills. About the role (External)

The ideal successful candidate will have membership with a relevant professional body and relevant experience in the delivery of construction and design schemes or projects within the railway industry. They will have a sound engineering knowledge which will allow a good understanding of the effective management of risk.

Key Accountabilities

• Engineer Projects to the standards and specification of Network Rail, allocated design and construction contracts include reference to and are compliant with appropriate Railway Group and Network Rail Company standards, formal specifications and procedures.
• Manage all engineering activities so that they result in schemes that are affordable and meet programme requirements in a safe and environmentally responsible manner for time, cost and quality.
• Maintain the use of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to allocated projects and manage the environmental aspects of allocated projects in accordance with Network Rail's environmental policy.
• Monitor design and specialist consultants and contractors.
• Provide project management advice in respect of all construction activities, including testing and commissioning and site supervision. Manage the design and/or construction elements of relevant projects to meet the requirements of current legislation, including Construction Design Management (CDM) regulations.
• Audit Internal and contractor's design/construction/specialists personnel to ensure they are competent.
• Undertake reviews of design and/or construction activities. Arrange an audit of contractors monitoring safety, environment and quality of design, construction, testing and commissioning and management systems is adequate.
• Carry out the duties of Designated Project Engineer (DPE) for specific projects.
• Identify and share best practice across the various project teams.
Job Skills, Experience and Qualifications

Essential
• Successful relevant experience in engineering, ideally with involvement in construction and design projects across multi discipline areas
• Technical qualifications to HNC/HND or equivalent GNVQ level
• Knowledge of Quality Assurance
• An understanding of the arrangements required for the independent assessment of work
• CDM, risk assessment, engineering management competency
• PTS - Personal Track Safety Competency

Desirable
• Membership of a relevant professional body with either Incorporated or chartered status and/or educated to degree level
• Knowledge of structuring safety cases in support of projects
• An appreciation of environmental issues in engineering works
• Six Sigma Yellow Belt
• Project safety management experience
• Yellow book course
