Principal - Government and Parliamentary Business

Ofcom is the independent regulator and competition authority for the UK communications industries. We regulate the television, radio, fixed-line telecoms, mobile telecoms and postal sectors, plus the radio spectrum over which wireless devices operate. 

We are looking for an experienced public policy professional with experience of working on policy in or very closely with the UK Government to join the team. Reporting to the Director, Government and Parliament, you will help lead and shape the work of the team, manage key relationships with Government, Parliament and other stakeholders, and work with colleagues across Ofcom to help ensure that we are able to deliver and present our objectives effectively. 

Key Responsibilities: 

The role’s responsibilities will include: 

- Overseeing and co-ordinating relationships with key stakeholders and groups within Whitehall and Westminster, ensuring that Ofcom’s policies and approach are fully understood 

- Ensuring Ofcom understands attitudes within Government, in Parliament and among other stakeholder groups to enable the organisation to conduct its regulatory business to best effect 

- Ensuring knowledge of Government thinking and policy approaches is shared across Ofcom, so that links can be made, working with teams across the organisation to help shape policy development 

- Co-ordinating work on cross-cutting issues as necessary, working closely with expert colleagues across Ofcom, helping develop thinking as required and appropriate 

- Working closely with Ofcom’s International and Nations teams to ensure a consistent approach to engagement in the UK, the EU and the devolved nations 

- Personally managing defined stakeholder relationships 

- Safeguarding and promoting Ofcom’s public accountability, as well as independence from Government, and supporting Ofcom’s accountability to Parliament, including through liaison with Select Committees 

- Briefing Parliamentarians and others on the work of Ofcom, and acting as a point of contact for, and fostering relationships with, other external stakeholders with an interest in Ofcom’s work 

- Management and leadership of a team of 4 colleagues, providing development, direction and support 

Essential skills and experience: 

- Experience of a regulatory environment 
- Have a well-developed understanding of the industries & sectors Ofcom regulates, or the potential quickly to acquire it
