This role will require the post holder to travel to alternative locations on an ad hoc basis to undertake the role; travel expenses will be reimbursed in accordance with force policy.

As you are aware, the police forces of Devon & Cornwall and Dorset have established a Strategic Alliance to provide a single service within certain functions across the three counties. Some of our current departments will be hosted by Devon and Cornwall Police and others by Dorset Police. We can confirm that the Legal Services Department will be hosted by Devon and Cornwall Police. As such, the successful candidate in the Vulnerability Lawyer role will be employed on the terms and conditions of Devon and Cornwall Police on appointment.

To act in the provision of a comprehensive legal service to the Chief Constables, the OPCCs, and officers and police staff generally of both Devon & Cornwall and Dorset Police Forces. The initial priority for this role will be to focus on increasing the use of Domestic Violence Prevention Orders (DVPOs) across Devon & Cornwall, in particular to:-

- Work closely with officers and staff to promote the use of DVPOs.
- Provide training in relation to DVPOs.
- Proactively identify circumstances where DVPOs might be suitable.
- Represent both Chief Constables at Court hearings.
- Work closely with the Victim Care Unit to ensure victims are supported.
- Work with officers in responding to breaches of DVPOs.

In the longer term, the post will also encompass the duties of the role of Vulnerability Lawyer, in particular, to:-

- Act as a 'frontline' lawyer, working alongside officers and staff to proactively seek opportunities for and advise upon the full range of civil preventative orders available for Police Forces.
- Analyse information and intelligence to identify legal opportunities to protect the vulnerable and safeguard communities.
- Promote the use of civil preventative orders.
- Work closely with officers and staff to develop legally sound evidence and Court material.
- Develop and maintain close working relationships with partner agencies to identify individuals whose behaviour is giving cause for concern.
- Attend relevant Force tactical briefings across both Forces to promote safeguarding opportunities.
- Work with the CPS to evaluate orders gained upon conviction, identifying and consulting on missed opportunities and providing training where necessary.
- Act as a point of contact with CPS regarding civil preventative opportunities to ensure such opportunities are maximised.
- Represent both Chief Constables at Court hearings.
- Proactively advise in circumstances where a civil preventative order has been breached, supporting officers in responding to breaches.
- Review, understand and respond to statistical data relating to both Forces, to target areas where particular types of offending are significant.
- Obtain civil preventative orders to protect the vulnerable and safeguard communities, such as, Risk of Sexual Harm Orders, Sexual Harm Prevention Order.
- Supervise, monitor and assist Paralegals in the provision of general advice to officers and staff on a range of legal issues on a weekly rota.

The commencing salary will be within Grade 8 starting at GBP33,597 rising by yearly increments to a maximum of GBP37,563 subject to Job Evaluation*.

*Devon and Cornwall Police completed a Job Evaluation Project in 2015. However, this role was not included as part of the project and will, therefore, be evaluated as soon as possible. Any change in salary will be in line with the Collective Agreement and associated grading payment framework.

*Market Supplement

This role is currently eligible for a market supplement in addition to the basic salary to reflect determined market conditions. This took effect from May 2017 and will be reviewed annually and is limited to a period of 24 months. It can be confirmed, therefore, that a market supplement at the rate of GBP2500 per annum will be payable.
