Brief Description

The Contracts & Procurement organisation within Route Services at Network Rail is responsible for the sourcing, purchasing and management of works, goods, and services to meet the requirements of the business. The function ensures that value for money is obtained through a number of activities such as: cross functional development of sourcing strategies, delivery of procurement events and robust post contract management. The C&P organisation also sets policy, implements processes and systems, which underpin the overarching goal of delivering an effective, valued and robust procurement team to support the business.

About the role (External)

The purpose of this role in the Facilities, Utilities, Supplies & Services Team is to develop, implement and maintain contracting and commercial arrangements covering a broad range of business requirements, driving value for money.

You'll be given the opportunity to work cross functionally to develop, and continually enhance, category procurement strategies that deliver value for money to the business, and service to our customers. You will also be required to perform a full range of procurement and contracting activities including pre-qualification, tender management, negotiation and preparation of contracts. Experience of sourcing in Public Contracts and Utilities Regulations is preferable, MCIPS certification is mandatory.

You will also have experience of managing a range of preferred suppliers developing positive supplier relationships aligned to business objectives. In addition to this you will be able to identify cost reduction and efficiency opportunities and contribute to the achievement of efficiency targets for the team.

As a senior position within the company you also exercise delegated authority to procure in accordance with established polices and governance.

Key Accountabilities

• To develop and maintain positive collaborative relations with customers, suppliers and between key functions. To achieve high levels of customer satisfaction.
• To promote cross-functional strategic analysis and decision making and total cost of ownership principles, taking account of business-wide demand and supply forecasts. Develop and implement effective category, contracting and supplier strategies that mitigate supply market risks and reduce the cost of procured materials and services, in accordance with the governance processes.
• To contribute towards category, contracting and supplier strategies and develop and implement strategies as appropriate.
• To manage the effective sourcing, tendering and negotiation of goods or services with a value of up to cGBP320m annually to achieve business priorities, efficiency targets, and compliance.
• To implement appropriate controls and audit regimes that enable compliance with company procurement and commercial policies and procedures.
• To make decisions based on 'value for money' on 'a whole life cost basis,' encompass sustainable solutions, remove unnecessary waste without loss of function, eliminate process redundancies, challenge specifications, consolidate volumes and standardise processes.
• To capture financial and non-financial benefits. Communicate the scope and benefits and respond to any price / service level challenges.
• Undertake the post contract commercial management of contracts when required to do so by the business, that delivers the right quality, on time and within budget; managing supplier performance to achieve a successful outcome for the customer

Job Skills, Experience and Qualifications
Essential
• A customer focussed approach.
• Demonstrable track record of working as part of a team to achieve shared successes/goals.
• Ability to create strong stakeholder relationships at all levels and manage expectations.
• Excellent interpersonal, influential, communication and organisational skills
• Strong commercial and negotiation skills.
• Demonstrable track record of achieving savings through sourcing exercises.
• Experience of leading e-Sourcing projects using procurement software packages such as Oracle or Bravo.
• A Track record of working collaboratively with suppliers to deliver Post Contract savings through appropriate management.

Desirable
• Membership of a relevant professional body with chartered status and/or educated to degree level.
• Experience of operating in a regulated procurement environment - Public Contract Regulations and/or Utilities Contract Regulations.
