CONTEXT
This role is required to support all Finance related Business as Usual activities, which will release the Head of Financial Control to focus on the building of a new Supplier Management organisation called the Intelligent Client Co-ordinator (ICC).
The ICC will be the organisation responsible for the contract management of the model that will be in place from 1st October 2018 to cover all aspects of the service provided by NHS Supply Chain (currently supplied by DHL).
JOB SUMMARY
As a member of the Department`s Senior Management Team, the Head of Financial Control is responsible for the provision of a full financial control service to NHS Supplier Management and the wider NHSBSA.
The post also has responsibility for the treasury management of NHS Supply Chain (on behalf of NHS Supplier Management) which will involve the monitoring and draw down of cash requirements.
As a specialist financial control expert in the Authority, the post holder may engage and be responsible for supporting key transformation and client change projects, providing professional finance support to all areas, predominantly to Supplier Management.
The post-holder has a key input into the planning, budgeting and performance monitoring process from a resource accounting, balance sheet and cash flow perspective.
HEADLINE DUTIES AND RESPONSIBILITIES
- Budget preparation and monitoring;
- Business cases and project evaluation;
- Financial control;
- Specialist NHS BSA services and Finance Department lead relating to NHS Supply Chain finance and accounting, working closely with the Supplier Management team;
- Treasury management;
- Leadership and management.
WORKING RELATIONSHIPS
Accountable to: Head of Finance
Accountable for: All staff within the Financial Control section
Qualifications:
CCAB Professional Accountancy Qualification
Degree/ MBA
PRINCE 2 Practitioner
Experience:
Extensive qualification experience at a senior level in a complex organisation
Experience of leading a team providing a financial management service
Reporting and presentations to Board/Audit Committee level
Working at a strategic level
Managing the production of business plans, annual budgets and business cases for large organisations
Leading large, complex, multi-disciplinary projects
Relevant NHS experience
Project Management experience
Business Planning experience
Developing/implementing IT solutions for highly complex operations in a financial environment
Experience of managing and improving the relationships with key strategic partner organisations
Experience of working with Openbook contracts
