Job Description

The Building Surveyor will be expected to provide a wide range of building and related management services for the school including the following:

Estate (including property and grounds)
??? Responsible for any new build, refurbishment and planned maintenance schemes. Including contract and commercial management, staff management and ensuring that the service to the client is of a sector leading standard.
??? To ensure that the School's properties and grounds are maintained to the highest possible standards.
??? Regular inspections of buildings and grounds including endowment properties to enable preparation of information for cyclical and annual maintenance, improvements and alterations for agreement with the Chief Operating Officer.
??? To manage the cleaning provision.
??? To prepare and manage budgets, develop and implement a fully costed estate wide annual planned and reactive maintenance programme.
??? To deliver an effective and responsive maintenance system which ensures that maintenance work, (reactive and planned) is appropriately delivered across both term time and holidays.
??? To manage energy use, utilities contracts, recommend and implement opportunities for reducing the carbon footprint of the estate.
??? To ensure compliance with all statutory obligations relating to the running of the estate, (such as obtaining planning permission where required, performing relevant inspections and testing (e.g. legionella, asbestos etc).
??? To work with the Chief Operating Officer, Headteacher, Board of Governors, external consultants and others as part of the Project Management Team in the preparation of feasibility studies, budgets, design and delivery of larger capital development projects as and when they arise.
??? Working with the Chief Operating Officer to identify and deliver commercial opportunities arising from the estate.
??? To ensure the recording, retention, effective storage and updating of all legal and operational documents and records (such as plans of the estate, testing records etc) relating to the estate.
??? To manage the School's vehicles and transport services to ensure that they are effectively delivered and all legal requirements relating to the vehicles are met.
??? Space planning and the procurement of furniture, fixtures, fittings and finishes.
• Carry out any other reasonable duties associated with the role, as requested by the Chief Operating Officer or Headmistress.

Personnel

??? To manage the Maintenance, Grounds and Cleaning staff.
??? To lead, motivate and develop these wider teams and ensure that effective performance review procedures are in place.
??? To manage the contracting and management of relevant external contractors and to ensure their compliance with safeguarding and health and safety requirements.
??? To act as a representative of the School with external parties in relation to the estates and grounds, and more widely as required by the Chief Operating Officer.

Health and Safety
??? To manage Health and Safety with the assistance of the School's Health & Safety Advisor.
??? To ensure that operations within the teams reporting to the Chief Operating Officer comply with all relevant Health and Safety regulations and best practice.
??? To attend Health and Safety Committee meetings.
??? To ensure that fire risk assessments and procedures are in place, are reviewed and are regularly tested.
??? To ensure that all fire alarm and fire detection equipment is maintained and appropriately located.
??? To ensure that all security systems, including in relation to access, alarms and CCTV are effectively maintained.
??? Ensure compliance with the CDM Regulations and where appropriate act as Principal Designer.
??? Manage and ensure the School is fully compliant in respect of asbestos and Legionella and other statutory compliance requirements.

Finance

??? To have overall responsibility for the budgets (both revenue and capital) for all budget holders reporting to the Chief Operating Officer.
??? To be a proactive participant in the School's budget cycle.
??? To ensure value for money through effective tendering, monitoring of suppliers and operational practices.

Person Specification

• Possesses a relevant qualification in Engineering, Construction, FM or Property Management
• Member of a relevant professional institution (i.e. BIFM)
• Health & Safety Qualifications (i.e. NEBOSH)
• Experience of managing at a senior level
• Experience of project management
• Experience of working in an educational setting (including child safeguarding)
• IT Literate
• Attention to detail
