In this role your skills in the use of data and analytical software will be utilised to provide intelligence to inform and support strategic and tactical decision-making. Balfour Beatty Mott MacDonald (BBMM) operates a joint venture working on behalf of Highways England maintaining the North West Strategic Road Network (a mixture of motorway & trunk roads). Acting as the focal point for communication between BBMM and the Highways England North West Regional Intelligence Unit (RIU) your data, GIS and analysis skills will be used to assist with the management of Highways England's network performance and risks. Two key objectives of the role are reducing traffic congestion and improving the safety of road users.

In the role you will be primarily responsible for:

The highways (data) analyst is responsible for analysing the Strategic Road Network performance, particularly in relation to the levels of service being provided to road users.

Understanding network risks, opportunities and challenges (using data analysis)

Customer and stakeholder liaison, particularly with Highways England

Statistical analysis of various big datasets. Representing the analysis of data predominantly in a Geographic Information System (GIS) reporting format.

Identifying needs, profiling and prioritising problems for potential solutions being developed within indicative budgets to improve road network performance

Strategic Road Network occupation planning

Lean continual improvement and innovation, securing more-for-less

Candidate Specification

For the role of the Network (roads) analyst, you will need:

Degree or equivalent

Full computer literacy. Knowledge and proficiency in use of relevant data, analytical and Geographical Information Systems (GIS) software

Experience in management and interpretation of big datasets

Working under a quality management system, learning from the audit regime

Knowledge of Structured Query Language (SQL) or a similar database focussed computer programming language

Experience - desirable:

Understanding and practical experience of network assets, maintenance techniques and current traffic management standards.

Familiarity with highways asset sectors, exhibiting PAS 55 competences, providing services for customers.

Job Description

Produce data intelligence in GIS format (as appropriate) to inform strategies and tactics to risk-manage highways network performance. Analysis of data to understand risks and identify problems to enhance the safe, reliable use of the road network. Produce network occupation plans for delivery of the forward programme.

Principle Accountabilities

Monitor and analyse performance data to identify and understand risks and issues that may affect the safe operation and safe use of the road network. Produce corresponding problem profiles, including addressing the causes of any changes in performance through interrogation of Highways England's Regional Intelligence Unit (RIU) datasets.

Advice on adequacy and suitability of data from BBMM and Highways England systems, supporting the development of tools for intelligence gathering.

Analysis of network performance to identify 'working windows' for road space occupation that keep reasonable levels of service for road users whilst maintenance works are carried out. Analysing the impacts of alternative scheme options.

Follow clear lines of communication to convey and manage identified risks and issues, fostering and maintaining a strong working relationship with Highways England's RIU unit and asset team members.

Be BBMM's eyes and ears working in partnership with the RIU to provide qualitative and quantitative data which supports Highways England's RIU management meetings, regional operations boards and joint operations meetings.

Support effective dialogue with stakeholders over issues relating to the network.

Investigate and assist with the resolution of customer queries & complaints relating to the network's performance.

Identify problems that justify allocation of Highways England designated funding or minor safety improvement streams to address risks and resolve issues on the strategic road network.

Attend and contribute to the RIU's national tactical analyst's meetings, sharing best practice and ensuring consistency of analysis and use of intelligence.

Contribute to updating of the asset management plan (pre- & post-allocation).

Identify and suggest ideas for lean improvements, contributing to the need for continual improvement and innovation driving year-on-year efficiency savings
