Salary:
Neighbourhood Planning Officer: GBP29,323 to GBP32,486 per annum + GBP4,500 Premia Payment
Planning Policy Officer: GBP23,398 to GBP28,485 + GBP3,000 Premia Payment

This local council, based in Chichester, is looking to recruit additional staff to the Planning Policy Team in the Planning Service. They are seeking a Neighbourhood Planning Officer and Planning Policy Officer to assist with an on-going programme of neighbourhood plans and the Local Plan Review. The offices are located within the centre of Chichester and the surrounding coast, harbours and South Downs National Park offer an outstanding natural environment in which to live and work.
The Council is seeking someone with energy and passion to work with local communities to help bring forward neighbourhood development plans and orders and to assess nominations for assets of community value. You will be responsible for guiding parish councils through the processes, for assessing proposals and for recommending documents for approval.
Key Responsibilities:
- To maintain, project manage and implement internal systems to ensure that all principal contacts are aware of their roles and that processes are in place in a timely manner for Council to be effective in its roles in the neighbourhood planning process. This will include liaison with the South Downs National Park.
- To oversee all aspects of the Council's responsibilities in the preparation of Neighbourhood Plans / Neighbourhood Development Orders and their relationship with the Local Plan; ensuring that all necessary investigations and consultations are carried out and information analysed.
- To develop and maintain good communications with the public and Members of the Council and Parish/ Town Councils on Neighbourhood Planning matters. This will include evening and weekend meetings with parish councils and other local community organisations.
- To provide planning advice, technical guidance and co-ordinate the Council's consultation responses to draft neighbourhood plans, including liaison with the Council's planning policy officers, development management officers and Community Engagement team, to help ensure neighbourhood plans are both successful at examination and complement the Local Plan.
- To provide information as may be required for management systems and the monitoring of service performance, including producing headline statements for staff, members and the public.
- To provide the Planning Policy, Conservation and Design Manager with Neighbourhood Planning budgetary updates and statistical information, as required.
- To consider national guidance, policy documents and plans of other Authorities, and other relevant studies and research and to prepare analyses and recommendations to enable the Council to follow best practice in supporting Neighbourhood Planning.
- To encourage those preparing neighbourhood plans to ensure the active participation of the local population - reaching out to and including diverse equalities interests, businesses, voluntary, and community sectors
Key Requirements:
- Up to date knowledge of current planning practice, legislation and procedures.
- Ability to demonstrate an understanding of factors influencing development and services in the countryside.
- Able to demonstrate effective communication skills and have experience of public speaking and giving presentations.
- Ability to produce a range of materials including policies, protocols and procedure notes, strategies and committee reports.
- Good basic ability in use of spreadsheets, outlook, powerpoint, maintaining an electronic diary and the use of appropriate IT systems and packages and GIS.
- Excellent planning and organisational skills.
- To be able to work independently and use own initiative.
- A degree/postgraduate qualification in planning or a related subject.
Desirable
- Minimum of 2 years' experience of town planning policy/ local planning work.
- Experience of contributing to the preparation of plans at the neighbourhood and site-specific level, e.g. AAPs, SPD, development briefs, parish plans, Village Design Statements.
- Experience of helping communities develop their own plans and/or of engaging communities in the planning process.
- Understanding of methods for assessing housing, recreation and employment needs at the local level.
- Understanding of design issues in a rural/ village/ small market town setting.
- Experience of working to deadlines and prioritising workload.
- Evidence of project management skills.
- Membership of (or working towards membership of) the Royal Town Planning Institute.
