As the Birmingham Stations Procurement Lead will be responsible for managing a small team to deliver the procurement activities of a procurement category or 'package', with values of each category or package between GBP1bn and 8bn. Each Lead will work closely with colleagues across the business to prepare and deliver the procurement activities and will align potentially conflicting information requiring significant influencing skills.

About the role:

Responsible for crystallising, defining and implementing the strategic approach and subsequent operational procurement for the relevant package(s), ensuring that these are aligned with other similar packages and the overall HS2 objectives, including the delivery of wider benefits. Accountable for developing, achieving governance approval and assurance of all procurement deliverables as defined within the HS2 Construction Procurement Handbook. Following approval of the relevant Category Plan, this includes accountability for developing the necessary Prequalification and ITT documentation to agreed timelines and ensuring that these achieve relevant approvals and assurance to permit release of this documentation. Accountable for leading and managing the procurement evaluation processes for the relevant package(s) and ensuring that these achieve relevant approvals and assurance to allow appropriate short-listing and contract award. Ensure HS2's procurement activities are undertaken in compliance with EU and UK legislation whilst driving a process that will become a benchmark for future projects around the world. Lead and manage a team of between 3 and 15 HS2 procurement professionals, ensuring their output is quality-assured at its source Ensure procurement reporting and management information is provided accurately and on a timely basis to synch with HS2 business reporting rhythm and cycles. Manage complex, strategically important stakeholder relationships across and beyond organisational boundaries Responsible for representing HS2 in a variety of fora, presenting and interfacing with stakeholders, sponsors, suppliers, boards and committees, internally and externally up to the HS2 Ltd board of directors.

About You:

• Proven track record of procuring large value complex heavy civils / construction or similar works/services in compliance with the Utilities Contracts Regulations with a thorough knowledge of applicable EU and UK procurement legislation and contracts using the NEC suite of contract forms

• Demonstrated track record of developing innovative commercial and procurement strategies that meet overarching requirements, goals and objectives, and implementing collaborative, incentivised contracts with different pricing and risk options in conjunction and alignment with approved strategies and plans

• Demonstrated track record of proven analytical, commercial and negotiating skills for complex propositions.

• Strong knowledge of different NEC forms of contract and risk allocation including Early Contractor Involvement (ECI), Design & Build (D&B) components and Target Cost (Option C) NEC Contracts

• Skilled in compiling robust tender and commercial documents

• Record of producing and implementing strategies to ensure that wider benefits are realised whilst securing value for money, and understanding of "trade-off" decisions required.

• Sponsor / Stakeholder relationship and management expertise should be able to be demonstrated, together with highly developed communication and influencing skills

• Be able to develop, implement, realise and embed innovation, value for money and benefits realisation within the process and contracts that will form the foundation of the successful delivery of the Stations and wider HS2 project.

• Take decisions in a strategic context where there are many unknowns, always mindful of existing and emerging organisation priorities.

• Be able to address silo/territorial behaviours and alternatively, develop a culture which epitomises collaborative work practices and enables peers and team members to improve their performance.

• Act as a mentor to others across the organisation and externally, providing a strategic perspective.
