Diben y swydd:

Darparu cefnogaeth weinyddol a gweithredol ar gyfer gweithredu swyddogaethau’r Cyngor wrth ystyried achosion o ymddygiad proffesiynol annerbyniol, anghymhwysedd proffesiynol difrifol, addasrwydd i gofrestru ac apeliadau Sefydlu. 

Bydd yn ofynnol i ddeiliad y swydd i fynychu cyfarfodydd y Pwyllgor / gwrandawiadau yng Ngogledd Cymru, 1 i 2 gwaith ar gyfartaledd y mis, a fydd yn cynnwys aros dros nos.

Tasgau allweddol:

Gan adrodd i’r Rheolwr Priodoldeb i Ymarfer

Pwyllgorau

  • cydlynu’r gwaith o ddethol aelodau ar gyfer Pwyllgorau;
  • paratoi, copïo a chyhoeddi’r holl bapurau achos a’r dystiolaeth sydd ar gael i’r Pwyllgor eu hystyried mewn unrhyw achos unigol;
  • trefnu mannau cyfarfod i Bwyllgorau a chysylltu â’r cydlynwyr perthnasol i sicrhau bod cyfarfod Pwyllgor/gwrandawiad yn rhedeg yn ddiffwdan;
  • cysylltu â phob parti perthnasol a fydd yn bresennol mewn cyfarfod Pwyllgor/ gwrandawiad er mwyn cadarnhau argaeledd a dyddiadau;
  • gweithredu fel Clerc yn yr holl wrandawiadau disgyblu, addasrwydd ac apeliadau Sefydlu;
  • trefnu cyfleusterau recordio ar dâp, gwasanaethau cyfieithu a threfniadau mynediad i’r cyhoedd, yn ôl yr angen; a
  • threfnu llety, lluniaeth a llogi ceir i aelodau a swyddogion yn ôl yr angen. 

Achosion unigol

  • cynnal ffeiliau achosion unigol a systemau ffeilio;
  • cynorthwyo’r Rheolwr Priodoldeb i Ymarfer wrth gasglu gwybodaeth berthnasol mewn perthynas ag achosion penodol, er enghraifft, gan yr heddlu, llysoedd ynadon a chofrestreion/eu cynrychiolwyr;
  • cysylltu â phartïon allweddol mewn achosion unigol, yn enwedig cofrestrerion a’u cynrychiolwyr, cyflogwyr, tystion, cynghorwyr cyfreithiol, swyddog cyflwyno’r Cyngor, ac aelodau Pwyllgorau;
  • cysylltu â swyddogion perthnasol yn y Cynulliad, yr Adran Addysg a Chynghorau Addysgu Cyffredinol eraill.

Arall

  • mewnbynnu gwybodaeth ar system reoli achosion y Cyngor a’i diweddaru fel rhan o’r drefn;
  • gweithio gyda’r Dirprwy Brif Weithredwr (Cymwysterau, Cofrestru a Phriodoldeb i Ymarfer) a Rheolwr Priodoldeb i Ymarfer wrth drefnu a darparu sesiynau hyfforddi rheolaidd ar gyfer aelodau Pwyllgor mewn perthynas â gwaith priodoldeb i ymarfer y Cyngor;
  • ymgymryd ag ymchwil o bryd i’w gilydd mewn perthynas â gwaith safonau proffesiynol y Cyngor.

The Education Workforce Council is the statutory, self-regulating professional body for members of the education workforce in Wales.  It seeks to raise the status of workers in education and training by maintaining and promoting the highest standards of professional practice and conduct in the interests of registrants, learners and the general public.

The Council is seeking to appoint the following:

Executive Officer (EO) – Fitness to Practise

Purpose of Post:

To provide administrative and executive support for the exercise of the Council’s functions in considering cases involving unacceptable professional conduct, serious professional incompetence, conviction of a relevant offence, suitability for registration and Induction appeals.

The post-holder will be required to attend Committee meetings/hearings in North Wales, on average 1 to 2 times per month, which will involve an overnight stay.

Key Tasks:

Reporting to the Fitness to Practise Manager, to:

Committees

  • Co-ordinate  the selection of members for Committees;
  • Prepare, copy and issue all case papers and available evidence for consideration by a Committee in any individual case;
  • Arrange Committee venues and liaise with the venue facilitator in order to ensure the smooth running of a Committee meeting / hearing;
  • Liaise with all relevant parties due to attend a Committee meeting / hearing in order to confirm availability and dates;
  • Act as Clerk at all disciplinary, suitability and Induction Appeal hearings;
  • Organise tape recording facilities, translation services and public access arrangements, as required; and
  • Organise accommodation, refreshments and car hire for members and officers as required.

Individual cases

  • Maintain individual case files and filing systems;
  • Assist the Fitness to Practise Manager in gathering relevant information in relation to specific cases, for example from the police, magistrates courts and registered persons / their representatives;
  • Liaise with key parties in individual cases, in particular registered persons and their representatives, employers, witnesses, legal advisers, the Council’s  presenting officer and Committee members; and
  • Liaise with relevant officers at the Welsh Assembly, the Department for Education, Disclosure and Barring Service, other General Teaching Councils, the NCTL and any other body appropriate.

Other

  • Routinely input information to and update the Council’s case management system and casework report;
  • Work with the Deputy Chief Executive (Qualifications, Registration and Fitness to practise) and the Fitness to Practise Manager in organising and delivering Annual and Chairs’ training sessions for Committee members in respect of the Council’s fitness to practise work
  • Undertake periodic research in relation to the Council’s fitness to practise work.

General

  • Contribute to other administrative and executive work of the Council as and when required; and
  • To undertake any other duties as required by the Chief Executive or Deputy Chief Executive, commensurate with the grade and responsibilities of the post.
