We are looking to recruit a Deputy Director, Head of Franchising Commercial Strategy. Reporting to the Director of Passenger Services Design.

You will be responsible for leading the development of commercial policy on issues relating to potential reforms to rail franchising and alternative delivery models for rail passenger services, to meet Ministers' ambitions to improve the system of rail service delivery so that it is focussed on delivering high quality services for passengers and improved value for taxpayers. You will also be responsible for ensuring that the commercial models adopted for individual franchise competitions are designed so that they deliver on these requirements as well as meeting market-specific requirements.

The role will include leading a continuous and wide consultative engagement throughout Government, with Ministers, passenger representative bodies, stakeholders and the industry to gather the evidence to support a definition of the outcomes that Government should seek to buy from the railway, and leading a team that will develop detailed policy and commercial responses to this definition of outcomes. You will be expected to engage with individual franchise project teams to ensure policies are consistently embedded into franchise specifications and relevant procurement and contractual documents. You will also support project teams in assessing where there is a need to vary from standard policy approaches to reflect franchise-specific issues, and in developing appropriate bespoke approaches where necessary.
