Infrastructure Projects is as a regionally-based business unit of Network Rail. Its remit is the efficient delivery of renewals and enhancements on our railway through professional control and management of capital projects. Infrastructure Projects is aligned closely to Network Rail's ten routes to give better coordination across the business and to deliver capital projects efficiently and at best value.

Brief Description

The purpose of this exciting new senior level role is to functionally lead and assure the consistent development of all third party projects and Network Rail enhancement and renewal projects in CP6 within Great Western and Crossrail Region are viable and solutions optimised to result in safe, effective, efficient and deliverable projects in CP6.

About the role (External)

Key Accountabilities
• Lead the Programme team and provide functional leadership to the development teams in the region, and throughout the project development phases, achieve a consistent approach, provide schemes which are viable, affordable and satisfy client requirements
• Develop an appropriate strategy for the development of the CP6 work bank which supports implementation of the project scope in line with anticipated efficiency savings for CP6.
• Identify priority opportunities within the projects and lead identification and sharing of best practice within the development community to promote continuous improvement, to drive improved safety, efficiency, schedule adherence and compliance with the requirements
• Implement an integrated approach to prioritise and plan the programme across the region and optimise network availability, resources and risk and cross asset types
• Develop and improve relationships with key stakeholders and lead the communication of key issues for the project, to enable key stakeholders are appropriately informed of progress, maturity, issues and successes.
• Contribute as a member of the Infrastructure Investment senior management team.
• Direct for compliance with corporate health and safety, quality and environment processes for the project and sponsor audit of development deliverables, products, documentation, activities, processes and systems
• Implement the development strategy, ensuring outputs are defined, requirements produced, development maturity is clearly tracked and that stage gate reviews are robustly executed so that development progress does not import inappropriate cost, programme, and safety or output risks.
• Direct the clear definition of outputs for all projects along with appropriate requirements and develop controls to track development maturity and implement robust execution of stage gate reviews to reduce cost, programme, safety or output risks as a result of premature progress
• Achieve consistently produced estimates with appropriate risks and assumptions, clearly articulating the scope of works and output requirements against which they have been produced to enable robust change control. Lead resolution of programme level development risks and issues across the Region and act as an escalation point to enable timely and effective closure.
• Achieve robust control is effected to manage changes in client requirements and maintain an up to date register of the emerging commitments the region is developing
• Lead the identification of opportunities outside of the determination that are beneficial to the region and route. Develop effective relationships and work collaboratively with external parties and potential clients to understand their needs and create value solutions that generate revenue and/or infrastructure enhancement and identify new opportunities for investment in the network.
• Lead the preparation of proposed solutions, fee bids and commercial documentation in line with corporate and commercial governance requirements. and assure quality and compliance against requirements of investment regulations and competence framework, other corporate governance and the Guide to Railway Investment Project, safety and sustainability, quality and environment processes for the project

Essential
• Chartered engineer and educated to degree level.
• Experience of business development and bid management within the railway infrastructure environment
• Relevant experience in the successful management of development and implementation of major infrastructure programmes in the rail industry
• Successful experience of influencing and changing behaviours through functional matrix management and the implementation of change programmes
• Strong commercial focus and financially astute with experience of estimating and risk management
• Knowledge of the principles of investment processes and procedures.
• Knowledge of the principles of Health & Safety, quality and environment legislation and best practice.
• Excellent communication with demonstrable delivery of leadership skills
• Six Sigma Champion.

Network Rail adheres to a structured pay framework, any salary offered will be within the following pay range: GBP105,000 - GBP125,000
