Commissioner - E&S Education Lifelong Learn
Location: Chelmsford
Contract: Secondment, 1 year
Hours: Full time, 37 hours per week
Salary: GBP34,000 - GBP38,000
Boosting Employment and Skills is a key priority for the County. The County is behind national skills levels, particularly at NVQ levels 3 & 4. In these alone Essex needs to see a sizeable increase in the number of economically active adults achieving new qualifications to reach parity with the rest of the UK. The achievement of such a step change will not only benefit the individuals concerned but will help to develop a suitably skilled and equipped workforce needed for Essex's future economic growth.
The Role
The post-holder will be required to have a good insight into local employment and skills requirements utilising a range of information and intelligence, working directly with and influencing key partners including employers, colleges, universities, business representatives and other local authorities. The role will involve developing or supporting solutions to current barriers to skills development and will require a flexible, innovative and collaborative approach.
ECC skills work is employer-led as we believe that skills contribute significantly to achieving economic growth and prosperity now and in the future. We also believe in ensuring that our skills system is responding to the jobs that are required by employers and providing sustainable careers for local people, which have a positive impact on many aspects of life. We believe that skills are a core factor in ensuring companies will grow and stay in Essex. A wide range of partnerships need to be developed and nurtured in order to deliver our strategies for employment, skills and growth. ECC need to take a leading role in this, particularly with the Essex Employment and Skills Board, South East Local Enterprise Partnership (SELEP) and national Government departments.
With much of the available public sector funding for skills development residing outside of Essex County Council's (ECC), the post-holder will, with colleagues, need to influence local partner organisations in order to both make more effective use of existing resources and secure a greater amount of new external funding for the benefit of Essex.
ECC response to this challenge is detailed in both the Education and Lifelong Learning and Economic Growth Commissioning Strategies which cite key indicators that we believe will deliver improved outcomes for residents and businesses. The post holder will be required to help develop and deliver against these strategies.
Further information about Essex Skills and employment needs over the coming years are captured in the Employment and Skills Boards Evidence Base, which also gives an overview of seven growth sectors which have been identified as being key in terms of current and future growth.
* Work on behalf of ECC to drive forward the county's priorities for employment and skills to support the future employability of local people, workforce development and economic growth.
* Develop, support and deliver the work of the Essex Employment and Skills Board, as part of its secretariat, working in partnership with wider partners to ensure greater availability and accessibility of education and training across the county, which meets the needs of learners and employers.
* Progress the skills interests of the county through the South East Local Enterprise Partnership, including proposals for European Social Funding and Skills Capital, as well as data analysis and strategy development.
* Lead on engagement with key sectors on a regular basis, developing relationships with employers (including senior level representatives) and gathering intelligence. This may include attendance at business meetings and working with sector skills councils, industry training boards, Chamber of Commerce etc.
* Forecast information about the economy using local, regional and national intelligence to draw conclusions about the future, and flagging up intermediate and long term opportunities and threats for Essex in a timely manner.
* Take responsibility for robust research and analysis to drive, underpin and support the ESU in taking its work forward and develop and utilise appropriate information and processes.
* Work with partners to ensure that Essex is offering skills provision in higher aspirational/paid careers and supporting the future skills needs of critical industry sectors. This may include developing proposals for new provision.
* lead, where appropriate, the creation and development of industry specific projects that will provide new provision or solutions for a particular industry.
* provide innovative and creative thinking to how ESU can deliver its priorities and those of wider ECC.
* where required, work with Government Departments and agencies (e.g. BIS/Skills Funding Agency) to influence national policy, direction and investment for the benefit of Essex.
* Produce reports and information fro internal and external use, as directed by the Head of Commissioning and Lead Commissioner. this will include submitting information for purposes such as ECC Commissioning strategies, Economic Plan for Essex and the Local Enterprise Partnership etc.
* Ensure that information is disseminated and used effectively to support the wider work of the team, including the development of programmes, training provision, and through tools such as career websites.
* develop effective communication strategies which meet the needs of a diverse audience, internally and externally; including District, Borough and City Councils and sub-regional skills and economic development forums.
* support work to raise the profile of the team and the Employment and Skills Board, including press releases, articles, newsletter, website development and social media.
