Job Title: Clerk to the Board of Governors
Location: Manchester, M15
Salary: £25.00 per hour, £14,640.00 per annum.

Position: This is a part-time post working on average of 10.36 hours per week (0.3FTE). Total of 540 hours per annum.

The Sixth Form College is located in Hulme, a mile south of the centre of Manchester and very close to Manchester University and Manchester Metropolitan University, with excellent transport links. It is a part of an international network of Catholic schools and colleges.
Job Role:
To provide advice to the governing body on governance, constitutional and procedural matters. To provide effective administrative support to the governing body and its committees. To ensure the governing body is properly constituted. To manage information effectively in accordance with legal requirements.
Key Responsibilities:
- To advise the governing body on governance legislation and procedural matters where necessary before, during and after meetings
- To act as the first point of contact for governors with queries on procedural matters
- To access appropriate legal advice, support and guidance, and where necessary seek advice and guidance from third parties on behalf of the governing body
- To inform the governing body of any changes to its responsibilities as a result of a change in the status of the college or changes in the relevant legislation
- To offer advice on best practice in governance, including committee structures and self-evaluation
- To ensure that statutory policies are in place, and are revised when necessary with the assistance of staff
- To advise on the annual calendar of governing body meetings and tasks
- To contribute to the induction of governors taking on new roles, in particular chair or chair of a committee
- To prepare a focused agenda for the governing body meeting and committee meetings
- To liaise with those preparing papers to make sure they are available on time, and distribute the agenda and papers as required by legislation or other regulations
- To ensure meetings are quorate
- To record the attendance of governors at meetings and take appropriate action in relation to absences, including advising absent governors of the date of the next meeting
- To draft minutes of governing body meetings, indicating who is responsible for any agreed action with timescales, and send drafts to the Chair and the Principal
- To advise governors and appointing bodies in advance of the expiry of a governor's term of office so elections or appointments can be organised in a timely manner
- To chair that part of the meeting at which the chair is elected, giving procedural advice concerning the conduct of this and other elections
- To act as returning officer in elections for parent and staff governors
- To maintain a register of governing body pecuniary interests and ensure the record of governors' business interests is reviewed regularly and lodged within the college
- To ensure Disclosure and Barring (DBS) has been carried out on members of the governing body
- To assist the governing body in identifying development needs
- To maintain a record of training undertaken by members of the governing body
- To advise the governing body on succession planning (of all roles, not just the chair)
- To support the governing body in the annual self-assessment and review process of the college
- To undertake such other duties after due consultation, which may be required by the Chair of Governors on behalf of the Governing Body.
Person Specification:
- Education to degree level or equivalent
- Minimum of grade C in GCSE Mathematics and English Language or equivalent
- Writing agendas and accurate concise minutes
- Record keeping, information retrieval and dissemination of data/documentation
- Experience of taking initiative and self-motivation
- Experience working as a team member
- Good listening, oral and written communication skills
- Ability to work to deadlines, use own initiative and seek referral when required
- Excellent IT skills, including email, word processing, spread sheets and database systems, using the internet to access relevant information
- Integrity
- Able to maintain confidentiality
- Able to remain impartial
- Able to build effective professional relationships with a range of people

- Enhanced DBS clearance (to follow an initial offer of employment)
