The Government and Parliament team sits at the centre of Ofcom. The team is the central unit of co-ordination, and advice on, Ofcom’s relationships with Government and Parliament as well as wider stakeholders.
We are looking for an experienced policy professional to join this new role within the team. You will help lead and shape the work of the team in relation to competition policy, and directly manage relationships with some of our key stakeholders in Government and Parliament, working with colleagues throughout Ofcom to deliver and present our work effectively. You will have experience of working in or very closely with Government, have an understanding of shaping and communicating policy and be accomplished at building strong relationships quickly.
Key Responsibilities:
- Design and implement a programme of business and communications with Government and Parliament on Ofcom’s competition policy work, which includes our programme of market reviews across telecoms and postal services regulation
- Keep abreast of Ofcom’s competition work and decision-making, using judgment and knowledge of the wider policy and political context to identify any issues and to resolve or escalate these as appropriate
- Engage directly and confidently with officials in Government, and Parliamentarians, on competition issues; help co-ordinate Ofcom’s wider external relationships
- Provide accurate and plain English written materials and briefings on competition issues and manage correspondence with MPs ensuring that it is of a consistently high standard
- Organise events and initiatives as appropriate to update Government and Parliamentarians on Ofcom’s competition work, and attend events to keep abreast of developments in the field
- Opportunity for line management responsibilities of a graduate in the team
- Contribute to the effectiveness and efficiency of the Government and Parliament team supporting cross cutting projects and other work, where relevant/appropriate
- Work with colleagues in Ofcom’s offices in Scotland, Wales and Northern Ireland to ensure a joined-up approach, including development of joint handling plans for major projects and publications
Skills and Experience:
- A keen practical intelligence, with demonstrated ability to master a broad and complex policy brief; and experience of horizon scanning to identify risks and opportunities early
- Excellent political/governmental understanding and aptitude
- Strong discipline, organisational skills and ‘client-focused’ approach to work: someone who is able to work autonomously to pre-empt and cover off the detail
- Proven ability to represent and persuade at senior levels inside and outside an organisation
- A flexible approach – willingness to respond to changing timescales and priorities and the capacity
- Proven ability to gain the respect and trust of senior colleagues and stakeholders; ability to manage upwards/sideways
- Direct experience of working closely with or in Whitehall/Westminster
Desirable Skills and Experience:
- Experience of competition policy
- Knowledge and experience of at least one (preferably more) of the sectors regulated by Ofcom
