This role sits in the Spectrum Group at Ofcom (SG) which is responsible for providing access to the electromagnetic spectrum that enables all types of technologies from TV to mobile, from satellite to Wi-Fi, from Bluetooth to wireless cameras. 

We are recruiting a senior policy advisor to support the development of our spectrum strategy and work across a range of spectrum policy projects. 

What you will be doing: 

You will be involved in a range of challenging and diverse spectrum policy activities, being expected to act as a policy lead on important components of our policy projects and, in some cases, to project manage delivery of policy. The Spectrum Policy Group covers a diverse range of projects, and we expect the successful candidate to work across a number of these. Some ongoing and upcoming examples include: 
- Analysis of the rapidly evolving consumer demand from different sectors (e.g. mobile, satellite, Wi-Fi) and its implication for spectrum access for those industries 
- Ofcom’s ongoing programme of spectrum auctions and the associated work needed to clear the spectrum and manage interference issues 
- Developing our mobile data strategy in order to meet the forecast increases in demand for mobile data services, adapt to the changing technology and business models including 5G and IoT 
- Improving mobile coverage 
- Developing spectrum management techniques, including the application of new tools such as dynamic spectrum access 
- Working with Government to assist it in achieving its objective of releasing 750 MHz of public sector spectrum by 2022 for new uses 

Essential Skills / Experience: 
- Ability to identify and analyse policy issues 
- Ability to communicate concisely and clearly to a variety of audiences in meetings and in writing 
- Strong networking and relationship skills 
- A team player who can work proactively and also independently 
- Ability to think logically and to develop a plan of action and marshal players to achieve an end to a timetable 

Desirable Skills / Experience: 

We are seeking candidates with a track record of strategy development or policy analysis, irrespective of sector. However, knowledge of one or more of the following would be helpful: 
- An understanding of the sectors Ofcom regulates – particularly mobile communications or broadcasting 
- An understanding of economics and the principles of economic regulation, particularly in relation to securing optimal use of scarce resources, competition issues and the risks of (and remedies for) market failure 
- An understanding of UK spectrum regulation 

Qualifications: 

Most likely to be educated to degree level or to have equivalent experience and have experience in a corporate strategy, regulatory or consulting role.
