Senior Civil engineer with experience of major works in a railway environment required to take on the role of Contractors Engineering Manager (CEM) / Principle Designer (PD) (Lead) for our Western Building and Civils Framework. Previous experience of CEM is desirable but is not essential. Knowledge and experience of the PD role under CDM Regulations 2015 is essential and it would be preferred that the successful applicant has had previous experience of CDM Coordinator. Appointment in the position will depend on the acceptance of the individual by NR Western to undertake the role.

The CEM / PD (lead) will operate as part of the Civils and Enhancements business unit and will be accountable for the delivery of engineering on the Building and Civils Framework in the South West Area. The role also includes the minor works and de-vegetation contracts and other bespoke contracts in addition to the main frameworks.

The CEM / PD (lead) will be responsible for the delivery of engineering, focused on the commitment to implement the design, build, testing and commissioning of the Building +Civils and Minor Civils frameworks. The CEM / PD (lead) will be accountable to the Framework Manager.

Job Responsibility:

  • In this role, the CEM / PD lead, is accountable for project engineering covering the design, implementation, testing & commissioning, and entry into service phases of the project. This is a key role within programme and requires the achievement of:
  • Ensuring the PD role in accordance with the CDM 2015 regulations where there is a contract requirement to undertake the role.
  • Ensure adequate survey and ground investigation has been carried out.
  • Assessment and Nominations of discipline CREs for acceptance.
  • Recognising the need for involvement of other railway disciplines and the nomination / appointment of discipline engineers as necessary.
  • Produce and manage the Engineering Management Plan including a clear interface plan between the CREs.
  • Designs that are value engineered and enable optimum construction techniques.
  • Full life cycle Technical Assurance from design through implementation to operation.
  • First class operational engineering delivery, ensuring construction is verified and entry into to service is validated.
  • Robust IDC Process and taking the lead on IDC meetings.
  • Managed engineering schedules and deliverables.
  • Produce and implement a process to identify and brief standard changes.
  • Implement an effective technical change process.
  • Managed project risks and maintaining HAZARD logs, ensure process is briefed.
  • Endorse CEM approval any design before submission.
  • Submission of ALL designs for acceptance.
  • Approve and Issue AFC documentation, Designer, Checker, CRE and CEM signatures.
  • Issue of Compliance Certificate F048 for designs, build, test /commissioning and as built documentation.
  • Continuous review of CRE competence and assessment.
  • Not allow unapproved or prohibited products, materials, equipment etc. to be used.
  • Review and submit any temporary non-compliance or derogations as necessary.
  • Providing engineering governance.
  • The successful applicant will lead/develop a team to carry out the role in multi-disciplinary rail infrastructure delivery and will be familiar with:
  • Design Management.
  • Design Integration including interdisciplinary checks, BIM and other forms of system modelling.
  • Technical Assurance including requirements capture, verification and validation techniques.
  • Construction processes.
  • Testing & Commissioning processes.
  • Problem solving in rail environment and developing solutions for build.
  • Industry and European standards.
  • Governance Processes.
  • Rail disciplines including Civils in rail environment / permanent way.

Experience

The CEM / PD will have a degree (or equivalent with significant experience) in Civil engineering and will be used to operating in a Client facing technical environment. The CEM will be a Chartered Engineer or working towards becoming such in the near future. They will be a member of a recognized professional institution. The successful candidate will be used to leading teams and working with clients to satisfy their requirements and will have system knowledge related to the railway environment and ideally have worked in railway applications and projects. A good understanding of standards is and current legislation required together with current knowledge and experience of developing railway solutions that demonstrably meet Client requirements. To deal with the PD aspects it would be beneficial if the CEM / PD (lead) has previously had experience of undertaking the role of CDM Co-ordinator.

The CEM / PD (lead) will be equipped with the skills to understand and deploy technical assurance processes and have the aptitude and commitment to see this through to demonstrate governance in a project delivery environment.
