EM&T Ethics & Compliance Manager
The role operates under a high degree of regulatory scrutiny from regulators and exchanges in the wholesale traded markets in areas such as REMIT, EMIR, MAR, MiFID and exchange/trading venue rules. The role is expected to be able to interface with the FCA, Ofgem and other regulatory authorities in relation to matters of wholesale market conduct and systems & controls in a trading business.
The role holder will be expected to prepare and deliver E&C training materials (including updating of the firm's compliance manual), which are relevant and scenario-based, to EM&T traders, FCA approved persons and EM&T staff.
The role will be a significant contributor to scoping and preparing E&C risk assessments, E&C planning and defining and operating, in conjunction with other E&C colleagues, the E&C monitoring and transaction surveillance programme in a physical and financial instrument trading environment.
The role may, from time to time, have a corporate governance component that may include:
- Provision of E&C updates to the CETL Board
- Provision of E&C updates to the EM&T Compliance Committee meeting and provision of regulatory compliance updates
- Attendance at EM&T commitment committee and leadership team meetings as necessary
The role will have authority to approve EM&T new business initiatives including identification and assessment of applicable regulatory compliance requirements and review of systems & controls to ensure that regulatory compliance requirements are effectively controlled and operationalised.
The role will be required to input and direct elements of projects that operationalise regulatory compliance change within EM&T and, on occasion, across Centrica group where regulatory change is applicable to businesses outside of EM&T e.g. MiFID II.
The Role
Manage a varied portfolio of regulatory compliance activities including: giving advisory opinions, providing training, developing policies and processes, approving new business initiatives, and supporting business-led projects (including group level initiatives) and transactions. The role holder may also be required to provide specialist regulatory assistance to the Legal team.
The role holder will have significant input into the design and operation of E&C's monitoring and transaction surveillance programme. This will include input into design and operational enhancements, defining business requirements with the solution provider, implementing new instruments and venues, ongoing calibration of market conduct scenarios, liaising with traders and trading management and review of transaction surveillance alerts.
The firm also makes use of data analytics and the role holder will be expected to enhance the use of E&C's data analytic tool to support E&C's monitoring and transaction surveillance programme.
Keep up to date with UK and EU regulatory developments and analyse and assess the impact of applicable forthcoming UK and EU legislation in conjunction with Regulatory Affairs, Legal and other internal teams, as appropriate, and will help to shape the company's response to regulatory change.
Significant exposure to senior management and be required to work closely with the business to help to implement such change. The role holder may also be required to attend industry working group meetings and represent the company in meetings with the FCA, Ofgem and other regulatory authorities.
The Person
- The role holder is likely to have direct experience of working in an energy trading environment (front office, trading management, trade support or desk analyst)
- Experience of regulatory compliance matters in wholesale financial and energy markets across key disciplines such as policy development, policy implementation, provision of advisory support, compliance governance and reporting, handling internal and external investigations and reviews, creating training materials and provisions of training, interfacing with other front office and control functions.
- Effective user of office technology and awareness of control issues as they impact complex information technology environments
- Experience of the energy or commodities sectors
