Due to growth and development my client a specialist sector with the NHS are currently recruiting multiple Purchasing & Supply Workstream Lead to be based within there London Bridge office .
The Workstream Lead for Agency and Temporary Staffing will develop and execute the Agency Procurement Strategy .
In doing so the lead will:
*Build and manage a team of agency professionals.
*Provide strategic procurement advice.
*Take the Agency lead across my client for products including but not limited to clinical and non clinical staffing through temporary and permanent contracts, bank provision and booking systems.
*Programme manage the tendering process from initial scoping to contract award in accordance with EU procurement directives, UK legislation and local Trust SOs, SFIs and governance procedures.
*Adhere, input and deliver to the LPP work plan.
*Manage and report operational metrics.
*Ensure that members are enabled to become compliant with all statutory, NHS Improvement and local policies/standards/procedures throughout the procurement process with a focus on EU sourcing regulations.
*Ensure legal protection and ownership rights of products and services through supplier development, negotiation and contract management.
*Lead and develop strategies on new initiatives with an emphasis on income generation opportunities. Develop and agree targets annually.
*Drive cross trust collaboration.
*Develop a 5 year plan for Agency and temporary staffing.
*Obtain buy in from existing stakeholders including but not limited to HR and Workforce Directors, Hiring Managers, Staff Bank managers and Heads of Procurement, increasing demand for the collective LPP offering.
*Launch National products that attract new customers.
*Improve value for money for all member Trusts.
*Deliver contract compliance.
*Ensure that LPP is involved in all relevant economic forums and partnership arrangements.
*Utilise technology and innovation to improve the Agency portfolio.
*Be a point of escalation for all elements of the supply chain.
*Work collaboratively with clinical staff, managers and contractors to influence and improve procurement performance in all areas of the Trusts.
*Develop and maintain operating procedures and the compliance thereof.
*Quantify and deliver procurement savings, quality, delivery and price in accordance with agreed objectives.
*Manage the market for the supply of temporary staff by working with NHS Stakeholders.
*Supplier management of more than 300 suppliers.
*Ability to plan and deliver complex high value national framework agreements.
*Ability to develop management information reports and manage data to monitor and manage supplier performance.
*Responsibility for manage audit contract to ensure quality compliance.
*Ability to manage activity based income process.
Previous experience
*Understanding of NHS, wider public procurement and commercial world.
*Significant and extensive senior purchasing experience in a senior procurement and supply chain role including either Public or Private sector experience.
*Advanced supplier and contract negotiation experience. Managing supplier and stakeholder relationships.
*Senior specialist agency/temporary staffing management experience
*Proven track record of ability to deliver against targets.
*Experience of project managing complex procurement activities from initial planning to contract award.
*Demonstrable experience of delivery in leading large scale transformational change, cost reduction and procurement programmes. Substantial senior level experience in a complex programme management, procurement and supply chain environment.
*Expert knowledge of procurement strategy achieved through qualifications (CIPS/ Masters Level management course) and/or industry expertise.
