Purpose of Post:

Manage the lifecycle of the FM contracts, the relationship with the contractors, in order to ensure contract performance, delivery of maximised total cost of ownership savings, through a regime of continuous improvement.

In addition the Contract Manager will be the escalation point for all contract issues and ensure contractors performance align with the contract and service charters.

Key Performance Areas:
1. Implement and maintain FM contracts management strategy to ensure contract service delivery

2. Manage the FM contracts throughout its lifecycle, liaising with Category board and including managing variations and amendments

3. Contract managers will also be held accountable for invoice validation and potential deductions to payments.

4. Manage and evaluateFM contracts performance through effective data management and supplier performance management working proactively with Performance & Business Improvement and Compliance.

5. Engender manage and facilitate relationships / partnership with clients and internal stakeholders, work proactively with users to forecast demand, and define specifications to reduce total cost of ownership

6. Review available contract tools, aids and templates, consulting relevant bodies (where required) to ensure best practice standards and compliance. At City Surveyors 16.02.17 agreed dates and in accordance to the contract, benchmark each service against customer requirements and industry standards

7. Deliver required reports (ie performance, compliance, budget forecasts and
accruals) in the contract management proces

8. Contract negotiation, renewal and formation activities

Main Duties & Responsibilities

1. Implement and maintain contracts management strategy to ensure contract service delivery
a. Accountable for successful implementation of contract implementation, ensuring full scope of services are transferred
b. Develop, implement and maintain contracts management strategy for all supplier contracts
c. Manage and maintain construction framework
d. Issue resolution
e. Accountable for contract savings realisation
f. Accountable for contract compliance to EU Law regulations

2. Manage the contracts throughout its lifecycle, liaising with Category board and including managing variations and amendments
a. Implement, and ensure adherence to, contract and supplier management processes
b. Manage relationship with the Category board as indicated in contract management processes
c. Manage storage, dissemination, updates, enablement, implementation, close out and post implementation review of contracts
d. Manage and negotiate contracts variations and amendments

3. Contract managers will also be held accountable for invoice validation and potential deductions to payments.
4. Manage and evaluate contracts performance through effective data
management and supplier performance management working proactively with Performance & Business Improvement and Compliance
a. Develop and manage relationships / partnership with suppliers and key stakeholders
b. Lead benefits tracking, including an innovation log, and ensure knowledge of service level agreements is detailed
c. Manage contractor performance and compliance to contracts
d. Ensure Health & Safety and Environmental compliance
e. Periodically assess performance indicators and specifications for their relevancy and criticality by adopting a process of continuous improvement
f. Define service level agreements in line with business needs
g. Partake regular contractor review meetings with supply partners

6. Review available contract tools, aids and templates, consulting relevant bodies (where required) to ensure best practice standards and compliance. At agreed dates and in accordance to the contract, benchmark each service against customer requirements and industry standards

7. Deliver required reports (ie performance, compliance, budget forecasts and accruals) in the contract management process

8. Contract negotiation, renewal and formation activities:
a. Manage contractors to interpret contract conditions
b. Manage dispute resolution and claim processes on contractual issues, gaining Category Board and legal advice as required
c. Manage contracts reviews and updates in the City Surveyor's Department central contract database
d. Determine and communicate contracts review cycles, ensuring that
relevant stakeholders are notified of upcoming renewal or revision
requirements
e. Support Head of Facilities Management in matters related to risk
management
f. Support creation of central City Surveyor's Department opportunity/issue log to track problems or issues and improve standard contracts.
g. Review input to issue log related to contracts

9. Management responsibilities for people
a. Direct line management responsibility for FM Contracts Performance
Manager, Assistant Contracts Manager, Contracts Administrator.
b. Mentor, coach, manage, setting objectives and review his learning and development needs

10. Actively seek to implement the City of London's Occupational Health and Safety Policy in relation to the duties of the post, and at all times give due regard to the health and safety of both themselves and others when carrying out their duties.
