Post: 3SC Contract Performance Manager – Transforming Rehabilitation (TR)
Reports to: 3SC TR Senior Contract Performance Manager
Duration: Permanent
Salary: £33,000 per annum
Location: Based central to contract package area, with frequent travel around UK. (Merseyside or Cheshire & Greater Manchester or North Yorkshire or West Yorkshire or Hampshire)

Background:
3SC brings the voluntary, community and social enterprise (VCSE) sector to public service procurement opportunities, develops consortia and then manages their performance when in contract. This is based on the conviction that the priorities and needs of people using public services in our communities, especially those who are hardest-to-reach, are best met by experienced, local, passionate and mission-driven organisations who can deliver effective outcomes.

Main Purpose:
We are working in the justice business space and want Delivery Managers to performance manage VSCE Delivery Organisations in a TR contract package area and take responsibility for ensuring excellent performance on our public service delivery contracts across a CPA, delivered by our supply chain drawn from civil society.

Main Responsibilities:

  1. Prepare for and attend contract review meetings with commissioners, prime contractors and delivery organisations each month (or more frequently if required).
  2. In Contract Performance Assessment meetings, review opportunities for improvement with each provider and develop sets of actions and incentives.
  3. Ensure supply chain partners understand the training requirements for their staff and have access to that training.
  4. Manage performance improvement plans in 8- 10 Delivery Organisations.
  5. Responsible for performance architecture including targets and KPI reporting.
  6. Manage contract quality, performance and compliance, supervising any related activity.
  7. Formally identify risks and monitor regularly, with mitigating actions developed and indicated and resolved risks closed and archived as appropriate.
  8. Use the 3SC Playbook to indicate to the supply chain how poor performance will be managed, how quality is assured, and how best practice needs to be shared.
  9. Investigate and resolve system failures and issues in a proactive way.
  10. Develop contingency plans to handle provider underperformance or failure and exit strategies which should be updated throughout the life of the contract.
  11. Manage the accuracy and completeness of contract data and the contracts database.
  12. Participate in the on-going development of 3SCs Transforming Rehabilitation operational strategy.
  13. Work with the Business Development team during contract implementation phase ensuring that the supply chain is ready for delivery on day one.
  14. Ensure that each month the cycle of activities required is carried out efficiently, on time and to the highest standard.
  15. Report to line manager on performance targets and plan to rectify any under performance.
  16. Any other reasonable management requests.
