Our client is looking for an experienced Procurement Officer - Must be experienced in managing the complete procurement process from identification of need, specification development, ITT documentation, award and contract documents.
Implement the strategic sourcing strategies developed by the Procurement Manager, and manage or support the tendering, evaluation, supplier negotiations, and contract award process ensuring compliance with all relevant regulations and best procurement practice.
Plan transition to newly identified sourcing strategies by developing and implementing a transition plan with respect to the selected vendors, according to business need.
Conducting market intelligence activities that lead to a sound understanding of relevant supply markets.
Conducts spend analysis and vendor analysis reports and information for example to support and inform opportunities to drive better value for money.
Use the latest commercial techniques to optimise value creation without compromise to service users or alignment to the objectives regarding Small Medium Enterprises and inward investment.
Assists in the contract development process ensuring all contracts are commensurate with commercial best practice, are aligned to the Procurement / Category Plan, and providing a suitable set of performance metrics to enable effective ongoing management.
Ensure organisations applying for accreditation under approved quality standards meet the standards of service required by ensuring that providers apply and maintain the correct quality assurance procedures.
Evaluate and select vendors carrying out appropriate risk assessments
