Jobline Staffing in partnership with Cormac are seeking a HR Advisor for an ongoing temporary role.

Role Purpose:

To provide high quality, customer oriented employee relations advice and support that is consistent with employment legislation, council policies and procedures and leading edge employment practice and that supports organisational change and delivers improved performance.

Accountabilities:

- Manage a varied caseload of individual employment issues allocated by the Employee Relations Manager or referred by the HR Helpdesk including matters concerning, conduct, capability, attendance, general performance management and grievances.
- Implement appropriate interventions to secure the timely resolution of individual and collective workplace matters, promoting creative business focussed solutions that operate at the leading edge of employment practice, are fair, open and transparent and sustain a positive and healthy employee relations climate.
- Investigate and present conduct and capability cases at formal hearings under the relevant procedures and take the role of Panel Adviser at first and second stage formal hearings, as required
- Assist ER Consultants and internal legal advisers in relation to the management of claims to the Employment Tribunal, ensuring that the interests and reputation of the Council are safeguarded.
- Provide professional support and coaching to improve management capability and capacity to address individual and collective workplace issues and, where appropriate, promote and facilitate alternatives to the procedural routes for addressing these issues, such as mediation.
- Assist ER Consultants in the provision of advice, guidance and practical support to organisational change and/or service improvement projects, in collaboration with colleagues within the wider HR and OD service and across the Council, as appropriate.
- Develop positive relationships with the trade unions and professional associations, promoting a partnership approach and encouraging a healthy employee relations climate
- Assist in formal consultations with the trade unions and professional associations on individual and collective workplace issues.
- Participate in the policy review and development programme by contributing to policy review projects and by making recommendations for improvement drawn from operational experience.
- Advise on the interpretation of terms and conditions of employment for a wide range of employment groups, ensuring fairness and equity in their application
- Maintain required case management records to assist the Employee Relations Manager to secure the most effective use of capability and capacity, to ensure consistency of practice, to manage team and individual performance and to demonstrate value-added outcomes.
- Champion the principles and practice of equality and diversity and equality of opportunity.
- Seek out opportunities for growth and development, maintain personal and professional development and share learning with others in the interests of sustaining a high level of knowledge and expertise individually and across the team.
- Represent the HR and OD Service internally and externally, promoting and enhancing its reputation.

Skills:

- Thorough understanding of employment legislation and ability to apply it in order to achieve the successful resolution of employment issues in the workplace
- Thorough understanding of HR policies, procedures and best practice in employee relations and capable of coaching others in this area
- Experience of individual and collective trade union consultation
- Understands the structure and operation of local government

- CIPD qualified or working towards CIPD qualification.

- The normal duties of the role may involve travel on a regular or occasional basis. It is a condition of employment that the role holder can exercise satisfactory travel mobility in order to fulfil the obligations of the role. For those journeys where an alternative form of transport is unavailable or impracticable the role holder will be required to provide a suitable vehicle.
