Senior Procurement Officer/Buyer - Contract - Bristol - 1 year initially Main Duties and Responsibilities: Develop and motivate staff; Set standards and priorities for the procurement team; Communicate business plans and ensure that individual / team objectives are aligned; Administer contract change requirements for approval; Take personal responsibility for resolving key issues; Involve and influence necessary departments and stakeholders to meet targets; Ensure that all programmes and projects deliver to time, cost and quality requirements and define, analyse and interpret financial data. Key Tasks & Deliverables Working for a public sector client in collaboration with a European partner to procure new traffic management systems to support the operational processes of Traffic Management Centres.This is a multi-faceted procurement programme (consisting of around 25 independent procurements) that will be delivered, including provision of a traffic system provider, a roll out contractor, a service manager, hosting and computing support, and support of legacy contracts.The procurement programme also has many interfaces into other large interdependent procurements. In order to deliver this, an ICT procurement specialist will discuss business requirements and specifications, agree procurement strategies with business partners (including criteria for selecting suppliers), select tenderers, produce and input into tender documents (including supplier performance measures, specifications, schedules and evaluation methodologies), manage the tender process, evaluate tenders, and support business partners post-award.The role requires a strong proven track-record in leading ICT public procurement exercises (inviting/selecting tenders, managing contracts) and/or contract development work (with a knowledge of a wide range of contract types and forms and their application to business need).The ICT procurement specialist will specifically support on the following procurements: - Application support; - Critical communications network; - Research & Development procurement; - Technical consultancy. Experience Required Essential: - A strong proven track-record in leading IT procurement exercises (inviting/selecting tenders, managing contracts) and/or contract development work (with a knowledge of a wide range of contract types and forms and their application to business need).Proficient in Microsoft Office applications (Word, Excel, Visio, Outlook) with excellent presentational skills.Driven; comfortable with autonomy and self-management. Preferable: - Experience of transport and/or emergency services sectors.Experience of using Oracle eBusiness Suite, eContrack and Bravo Solution eTendering.Experience of non-OJEU Research & Development procurement procedures (e.g. Pre-Commercial Procurement).Experience of NEC3 Term Service Contract (TSC).Experience of OGC ICT Model Contract v2.3 or GLS Model Services Contract.
