Our Client a leading public services provider is to manage the assessment of Temporary Event Notices (TENs) with specific regards to issues of noise pollution but also regarding wider public nuisance. This supports the operation of the community safety function of the Authority, including its management of licensing and to reduce the impact of nuisance both caused by noise and also anti-social behaviour

Key Responsibilities

  • Administer and effectively respond to all TEN applications within the statutory time limits.
  • By thoroughly and holistically assessing TENs applications, make decisions as to any grant of
  • objections to the applications.
  • In appropriate cases, make site visits, undertake technical assessments as necessary and liaise with applicants regarding any conditions affecting approval of applications.
  • Provide specialist scientific advice and/or detailed reports of a technical nature on matters related to sound containment in places of public entertainment.
  • Represent the Community Safety Team at operational forums (such as the Licensing Operational Enforcement Group (LOEG), dealing with the management of licensed premises in the borough.

Key Experience/Qualifications

  • Possess a recognised Degree or Diploma in Environmental Health or another recognised qualification in Environmental Health eg HND, BTEC etc, or a specific noise qualification eg MSc or Diploma in Acoustics and Noise control.
  • Knowledge, understanding and awareness of noise matters, relating to licensed premises and entertainment noise
  • Ability to research information from a variety of sources, assimilate it to make sound and evidence based decisions.
  • Proven ability to develop and maintain effective working relationships with colleagues from a diverse range of partner agencies generating confidence and respect and successful partnerships.
  • Proven influencing and negotiating skills so as to work collaboratively but ensure partnership goals are achieved and barriers effectively overcome.
  • Demonstrate political awareness and sensitivity and appreciate the wider context of the role and work of the service area.
