JOB DESCRIPTION

Job Title: Contracts and Commissioning Manager
Accountable to: Head of Brightlife
Location: Hartford
Date Written: December 2016

Primary Purpose:
To lead the contracting, commissioning and monitoring function of the Brightlife project in Cheshire West and Chester, ensuring that it achieves its agreed aims and objectives in reducing social isolation and loneliness amongst older people and that it becomes an inclusive, sustainable, local movement.

Duties:
1. Work with the Brightlife Partnership and management team to produce the commissioning framework for Brightlife and ensure that it remains relevant and responsive to changing needs. To take the lead in ensuring that the framework:-
• supports Brightlife's theory of change
• links to Brightlife's asset mapping outcomes
• involves the Brightlife Older People's Alliance in the evaluation of bids and the selection of suppliers
• builds sustainability planning into service delivery requirements from day one
• supports the development of providers and uses existing networks to align services and avoid duplication
• follows the four stage cycle of analyse, plan, do and review

2. Lead in the procurement process for service delivery to include:-
• Considering and developing new project ideas in consultation with older people under the test and learn approach
• Meeting Brightlife objectives and outcomes
• Developing and implementing standards of quality, consistency and good governance across all delivery partners
• Decommissioning services which do not achieve required objectives and outcomes

3. To be accountable and responsible for ensuring contract and commissioning compliance for all partnership delivery contracts, protecting the project from legal challenge and ensuring delivery against performance criteria. Updating Partnership Delivery Agreements where required and re-tendering services as appropriate.

4. To develop, tender and review Partnership Delivery Agreements with all external providers/partners for services within Brightlife.
5. To ensure Brightlife monitoring objectives are met including:-
• robust approach to data collection and management and ensure that information is used to guide the Partnership's decision making and actions
• track progress towards achieving Brightlife outcomes
• implementation and documentation of test and learn methodologies and processes
• financial and other resources used in delivering activities
• track progress towards implementing sustainability plans
• ensure equality and diversity objectives are being implemented
• gather data needed to measure impact
• monitor compliance with the terms of the Big Lottery Fund
• providing quarterly reports to the Brightlife Partnership
• develop consistent and common reporting and monitoring mechanisms, such as RAG ratings, to track progress

6. Provide line management to a Data Controller and (potentially) a Contracts and Commissioning Coordinator.

• Guidance and support on managing relationships with providers, partners and colleagues
• Support to develop links with local providers, partners and stakeholders

7. Ensure Brightlife actively engages with the older people it represents, including those that are, or are at risk of being, socially isolated, to co-design and co-produce services and use the outcomes of this to inform the commissioning framework and service delivery in order that:-
• Older people are more actively involved in their communities and are treated as assets
• Older people are more engaged in the design and delivery of services
• The services that older people access are better planned, co-ordinated and offer better choice.
• Develop a network of social activities that support older people to develop enduring social connections
• Increase capacity and impact of self help groups
• Older people will develop frequent and meaningful relationships that reduce their isolation
8. Develop relationships with external providers to ensure a broader benefit for older people within Cheshire West and Chester.
9. Act as a source of advice and expertise to managers and project leaders in the development of contracting, commissioning and monitoring.

1. Over the term of the project it is anticipated that job duties and responsibilities will evolve and flexibility will be required of all the Brightlife team to meet these developments.

3. To support and participate in fundraising activities for Age UK Cheshire.
4. To undertake such other duties as may be required which are consistent with the duties and responsibilities of the post.

Contracts & Commissioning Manager
Person Specification

Essential:
• Proven experience of contract management, commissioning, monitoring and development, including implementation, strategy, KPIs and frameworks
• Proven experience in procurement and tendering processes, including budget management
• Proven experience of working with high level external contacts including dealing with the appropriate service professionals e.g. social work, education and health care staff, consultants, and solicitors
• Proven knowledge of monitoring/evaluation methods and processes
• Experience of contract negotiation and tendering including the ability to write reports, bids and tenders
• Proven knowledge of the regulatory and legislative frameworks applicable to the range of services within Brightlife
• Ability to work as part of a team and to provide both collective and specific support to colleagues
• Awareness, ability and willingness to adopt, support and utilise digital tools
• Ability to travel freely for work purposes
• Excellent IT skills including Microsoft office packages
• Prior line management experience

Desirable:
• Degree or diploma in project management, contracting, commissioning or a related field
• Experience of working in or with the voluntary sector
• Knowledge of the English Longitudinal Study of Ageing (ELSA) and the dimensions of isolation
• Qualification relating to management
• Good local knowledge of Cheshire West and Chester

CONTRACTS AND COMMISSIONING MANAGER - SUPPLEMENTARY INFORMATION

Brightlife is about change, challenging the negative perceptions and assumptions about growing old and focussing on the positive role older people play in their communities. It will create a social movement using a clear and recognisable brand reaching out to the diversity of older people in Cheshire West and Chester. 4,850 older people aged 50 and over will feel less socially isolated by the end of this five year project.

Older people, their families, friends and carers are central to the development of Brightlife. They will co-design and co-produce the services to ensure that they meet actual needs rather than perceived needs aligning and building on personal, social and community assets. Their involvement, participation and engagement through the project's life will be integral to its success. A diverse partnership will support and manage this, with Age UK Cheshire as the lead partner, cutting across all aspects of our local communities, bringing together the public, voluntary, community, faith and private sectors to work collectively to provide a person centred and holistic approach to reducing social isolation.

Brightlife will ensure that older people are at the centre of developments, whilst enabling communities and organisations to develop new initiatives, responsive to local needs and preferences.

Brightlife consists of two themes - delivery of activities that support the reduction of social isolation and support cultural change and influence; and social prescribing. These are both underpinned with a strong brand, marketing and communications strategy and robust evaluation to evidence the outcomes.

The Contracts and Commissioning Manager will bring their expertise to lead the contracting, commissioning and monitoring function of the Brightlife project ensuring that it achieves its agreed aims and objectives in reducing social isolation and loneliness and that it becomes an inclusive, sustainable, local movement.

Location : Hartford Office with travel across Cheshire West and Chester.
