An exciting opportunity has arisen for an experienced Shadow Operator Specification Lead to work within Central Government on a contract basis. This position is based in London, initially until Dec 2017 offering up to GBP720 per day Ltd.

Main Duties:

This is a specialised role to develop the novel/one off approach to specifying the HS2 Shadow Operator requirements for the WCP. The HS2 Shadow Operator Specifier will be required to develop from first principles the process for ensuring that the winning bidder has the necessary skills and capability to fulfil the role of HS2 Shadow Operator.

Working with project advisors and wider team they will need to ensure that the responses from bidders deliver the following a proposition that can be evaluated based on the bidders capability to deliver the innovative next generation franchise required for HS2

Working with the Proxy Operator Manager they will need to agree with HS2 Ltd the status of all key deliverables required to facilitate the successful launch of HS2, ensuring that as much flexibility is retained as possible, whilst ensuring any risk to the HS2 project is minimised, to include as part of the Shadow Operator specification

Working with the HS2 Lead and legal advisers develop; contractual terms for the Shadow Operator arrangements going forward, including provisions for all core DfT requirements (ie those requirements that will not be used as differentiators at bid) contractual mechanics for in life Annual Review of Shadow Operator, and process for contractualising developments (both in terms of commitment and finance) throughout the contract life

They will also need to work with procurement leads to agree evaluation principles and methodology for the Shadow Operator aspects of the contract

Work with the HS2 Lead and ICWC specifier to ensure that the Shadow Operator requirements and contractual arrangements work coherently as part of the whole proposition.

Essential Experience:

Experience of specifying rail franchises or equivalent contracts

Experience of developing approach for evaluating key/core requirements

Experience of drafting approvals papers

Experience of bidding in response to rail franchise specifications

Experience of developing franchise provisions for core requirements and or committed obligations

Experience of managing franchises to inform development of requirements and contractual terms

Ability to work as part of a focussed, dedicated team to deliver project outcomes
