Kier Workplace Services is looking to recruit a Senior Surveyor to efficiently manage Chesterfield Borough Council's investment portfolio of retail, commercial and industrial property, including the granting of leases, licences and carrying out rent reviews and lease renewals to secure maximisation of the net revenue income stream.

The successful candidate will secure maximum benefit from the letting of property, providing a comprehensive valuation service to all Council services, dealing principally, but not exclusively, with estates management issues in respect of all Council land and property.

Key Responsibilities

* To assist in the nurture and maintenance of positive relationships with the Client team and the Clients key stakeholders, ensuring client's expectations are delivered to the highest possible standard.
* To work proactively within the team to ensure services are delivered within professional and contractual conduct and performance standards.
* To participate in property reviews to identify areas for improvement in the use and occupation of both operational and non-operational property (including property under the immediate control of other service heads) and to assist in making recommendations for change or for the disposal of poorly performing assets.
* To prepare formal reports for Corporate Management Team and Council Members and attendance at Committee, Cabinet, Council and Lead Member meetings.
* To take an active role in various officer and project working groups.
* To ensure that vacant properties are expeditiously let to satisfy financial and job creation criteria.
* Assistance with the maintenance of an up-to-date property ownership terrier and database in respect of all Council property.
* To assist in the acquisition and disposal of assets in accordance with financial and operational needs.
* To assist in the works of appraisal, feasibility studies and cost benefit analysis and the undertaking of such works as are necessary and consistent with the council's pursuit of Best Value.
* To assist in valuation work in accordance with RICS and CIPFA valuation standards, to include, inter alia, asset, right to buy and rating valuations and any negotiations or appeals, including preparation and presentation of expert evidence at any such appeals or tribunals arising there from.
* To assist with the setting and controlling of budgets for properties within the Asset Management portfolio and property budgets delegated to the Asset Management Service by other Heads of Service.
* To issue orders in accordance with the Client and Kier's Financial Regulations and processes.
* To undertake work in association with good Health and Safety and Risk Management.
* practices in respect of certain property within the portfolio.

Key Skills and Qualifications:

* To have a degree in general practice surveying.
* To have obtained MRICS APC qualification.
* Practical experience and knowledge of property management and property reviews to identify areas for improvement in the use and occupation of both operational and non-operational property.
* Must be a good communicator, both verbally and in writing.
* To be a registered valuer.
