JOB TITLE: Community Service Officer

SALARY: Spinal Points 22-25 (NJC Scale) starting salary GBP20,456 per annum

BENEFITS: Access to the local government pension scheme

WORKING HOURS: 37 hours per week, Monday - Friday

THE COMPANY: Our client based in East Grinstead is one of the most active parish or town councils nationally and an Investors in People accredited organisation, as well as a Quality Local Council. They are currently looking to recruit a Community Service Officer to join the Community Service department.

THE ROLE: The Community Service department has been restructured giving rise to an exciting opportunity for a Community Service Officer to work at the heart of service delivery for the town. This post holder will have responsibility for the outside service works, will manage the contracts from Mid Sussex and West Sussex where work is devolved, Christmas Lights, civic planting and street lighting. Liaison with other Officers will be required as well as negotiation and handling of disputes with contractors and the public.

Main Duties of the Community Service Officer role:-
  • Management of external works contracts
  • Upkeep of the Councils street furniture and property assets throughout the parish including but not exclusively town clocks, allotments recreation ground, Queens Road Cemetery and public toilets
  • Overseeing the planning and execution of the civic planting
  • Liaison with contractors for delivery of community projects such as civic planting and Christmas lights
  • Liaising with the Estates Manager and Town Clerk concerning budget requirements and strategic projects
  • Liaison with District and County Council and others, for initial negotiation of contracts and resolving issues, receipt of permits for seasonal decoration of streetlights and other places in the town
  • To respond to customer enquiries in person, via the telephone and written formats
  • To raise sponsorship for town assets e.g. flowerbeds and roundabouts


THE CANDIDATE: The ideal candidate will be a hard-working team player who is also able to work under their own initiative. You should be community orientated and dedicated to the delivery and improvement of front line services that impact on the residents of East Grinstead daily.

Key skills/experience essential for the Community Service Officer role:
  • A good standard of education
  • A good working knowledge of Microsoft Office - Email, Word and Excel
  • At least 2 years' experience within an office environment, in the past 3 years
  • Confident dealing with all kinds of Public facing enquiries
