Purpose of Post:

To provide executive support for the exercise of the Council’s functions in considering cases involving unacceptable professional conduct, serious professional incompetence, conviction of a relevant offence, suitability for registration and Induction Appeals.

The post-holder will be required to attend Committee meetings/hearings in North Wales, on average 1 to 2 times per month, which will involve an overnight stay.

Key Tasks:

Under the direction of the Fitness to Practise Manager, the Higher Executive Officer, Fitness to Practise, will:

Management and Supervisory

  • Deputise for the Fitness to practise Manager in his / her absence.

Individual Cases and Committees

  • Take responsibility for managing disciplinary, suitability for registration and Induction Appeal cases referred to the Council from initial referral through to final decision. This will be in line with relevant legislation and procedures established by the Council;
  • Take responsibility for managing Committee hearings / meetings that need to take place under the Council’s fitness to practise remit;
  • Gather relevant information in specific cases, for example from the police, courts, employers, the DBS, registered persons / their representatives, employers / agents;
  • Act as Clerk and Committee Officer at hearings / meetings;
  • Ensure that individual case files and filing systems are maintained throughout the duration of a case;
  • Liaise with key parties, in particular registered persons / their representatives, employers, witnesses, the police, magistrates courts, legal advisers, the Council’s presenting officer, Committee members, the DBS;
  • Work with the Council’s Qualifications and Registration Manager to ensure that any sanctions imposed are recorded on the Register of Education Practitioners and Council’s website; and
  • Place hearing announcements and decisions on the Council’s website.

Procedures

  • Assist the  Manager, Fitness to Practise, in developing, reviewing and revising the Council’s internal and external procedures for handling fitness to practise cases;
  • Stay abreast of the procedures of other professional regulators and case law which might have implications for the Council’s own procedures and casework.

Training

  • Work with the Deputy Chief Executive and Manager in developing and delivering Annual and Chairs’ training for Committee members in respect of the Council’s fitness to practise work.

Other

  • Liaise with relevant officers at the Welsh Government, the Department for Education, Disclosure and Barring Service, other General Teaching Councils, the NCTL and any other body appropriate;
  • Undertake research and analysis as requested by the Manager in relation to the Council’s fitness to practise work;
  • Develop Council / Committee papers, reports and management updates in relation to the fitness to practise function as directed by the Fitness to Practise Manager;
  • Make presentations to key audiences on the Council’s fitness to practise work; and
  • Routinely input information to and update the Council’s case management system and casework report.

General

  • Undertake any other duties as required by the Chief Executive or Deputy Chief Executive, commensurate with the post;
  • Contribute to other administrative and executive work of the Council as and when required.

  • Gweithio gyda Rheolwr Cymwysterau a Chofrestru'r Cyngor i sicrhau bod unrhyw sancsiynau a osodwyd yn cael eu cofnodi ar y Gofrestr Ymarferwyr Addysg a gwefan Cyngor; a
  • Gosod cyhoeddiadau o wrandawiadau phenderfyniadau ar wefan y Cyngor.

Gweithdrefnau

  • Cynorthwyo'r Rheolwr Addasrwydd i Ymarfer wrth ddatblygu, adolygu a diwygio gweithdrefnau mewnol ac allanol y Cyngor ar gyfer ymdrin ag achosion addasrwydd i ymarfer;
  • Bod yn ymwybodol o'r diweddaraf am weithdrefnau rheoleiddwyr proffesiynol eraill a chyfraith achosion a allai fod â goblygiadau ar gyfer gweithdrefnau a gwaith achos y Cyngor ei hun.
