Band 3 – Salary range £29,100 - £34,750 per annum

Qualifications Wales has been created as a Welsh Government Sponsored Body and is an independent regulator of qualifications and the qualification system in Wales. The new body is responsible for ensuring that qualifications and the qualifications system are effective in meeting the reasonable needs of learners in Wales, and for promoting public confidence in these.

Qualifications Wales has a publicly appointed Chair and Board who is accountable for the fulfilment of Qualifications Wales’ statutory functions and of its obligations to Welsh Government as a Welsh Government Sponsored Body.  The Board agree the strategic direction and governance of the organisation and the Executive Team (comprising the Chief Executive and the three Executive Directors) are responsible for the development and implementation of the strategic and operational plans. 

The purpose of the Strategic Policy team is to develop, publish and review strategic, evidence-based policies which underpin the ability of Qualifications Wales to meet its principal aims.  These policies should be based on sound evidence and promote new ways of thinking. The policies for which the team will be responsible will be those which are required by Qualifications Wales’ establishing legislation as well as other cross-cutting policies and criteria in relation to qualifications and the qualifications system.  Through the development of these policies the team will initiate programmes of change across all the business functions for Qualifications Wales.

The Policy Officer, reporting to the Head of Strategic Policy and supporting the Senior Policy Officer, will play a key, hands-on role in the project administration, preparation, drafting, consultation, publication and early implementation of these policies.

Caiff Cymwysterau Cymru ei sefydlu'n Gorff a Noddir gan Lywodraeth Cymru i reoleiddio cymwysterau a'r system cymwysterau yng Nghymru yn annibynnol. Bydd y corff newydd yn gyfrifol am sicrhau bod cymwysterau a’r system cymwysterau yn effeithiol o ran diwallu anghenion rhesymol dysgwyr yng Nghymru, ac ennyn hyder y cyhoedd yn y rhain.

Bydd gan Cymwysterau Cymru Gadeirydd a Bwrdd sydd wedi’u penodi’n gyhoeddus sy'n gyfrifol am gyflawni swyddogaethau statudol Cymwysterau Cymru a'i rwymedigaethau i Lywodraeth Cymru fel Corff a Noddir gan Lywodraeth Cymru.  Felly, bydd y Bwrdd yn cytuno ar gyfeiriad strategol a threfniadau llywodraethu’r sefydliad a bydd y Tîm Gweithredol (sy'n cynnwys y Prif Weithredwr a’r tri Chyfarwyddwr Gweithredol) yn gyfrifol am ddatblygu a gweithredu’r cynlluniau strategol a gweithredol.

Diben y tîm Polisi Strategol yw datblygu, cyhoeddi ac adolygu polisïau strategol sy'n seiliedig ar dystiolaeth sy'n ategu gallu Cymwysterau Cymru i gyflawni ei brif nodau.  Dylai'r polisïau hyn fod yn seiliedig ar dystiolaeth gadarn a hyrwyddo ffyrdd newydd o feddwl. Bydd y tîm yn gyfrifol am y polisïau sy'n ofynnol gan ddeddfwriaeth sefydledig Cymwysterau Cymru yn ogystal â pholisïau a meini prawf trawsbynciol eraill sy'n gysylltiedig â chymwysterau a'r system cymwysterau. Trwy ddatblygu'r polisïau hyn bydd y tîm yn creu rhaglenni newid ar gyfer yr holl swyddogaethau busnes ar gyfer Cymwysterau Cymru.

Bydd y Swyddog Polisi, sy'n atebol i'r Pennaeth Polisi Strategol ac yn cefnogi'r Uwch Swyddog Polisi, yn chwarae rôl allweddol ac ymarferol yn gweinyddu prosiectau, paratoi, llunio, ymgynghori a chyhoeddi'r polisïau hyn a'u rhoi ar waith yn gynnar.  Dyddiad cau: 4 Tachwedd 2016
