Leicester City Council have an exciting opportunity for a District Manager to join the team on a full time, permanent basis. The successful candidate will receive a competitive salary of £40,619 - £43,387 per annum plus benefits.
Leicester City Council, led by the City Mayor, is a dynamic and successful Local Authority. We are seeking a dynamic manager with a proven track record of successfully operating at a senior level to lead the delivery of our tenancy and estate management service. You will be used to providing a high quality, customer-focused service and have an in-depth knowledge of local authority housing services, excellent communication skills and experience of effectively working with partners and elected members.
This role is a key strategic role to facilitate the delivery of a newly restructured service, with an emphasis on empowering the teams to increase performance, improve customer satisfaction and effectively manage the range of tenancies and 22,000 properties in the councils housing stock. You will be working alongside two other District Managers to achieve this objective.
Major Objectives as our District Manager:
- Challenge and inspire staff to develop their ability to contribute towards the Councils’ priorities by effective management practices.
- Responsible for health and safety, business continuity planning and ensuring all legal obligations, regulations and standards are met.
- Responsible for management of budgets and ensuring value for money.
- Works with communities and other stakeholders to provide a better and safer neighbourhood.
- Effectively works with repairs, property and technical services to ensure effective provision of service.
- Responsible for overall compliance with audit, EMAS and fire safety regulations.
- To continuously improve tenant satisfaction and encourage tenant engagement.
- Responsible for the liaison, consultation and involvement of stakeholders in particular tenants and leaseholders.
- Effectively delivers the local tenancy management service and ensures high levels of customer care are achieved and maintained.
Responsibilities as our District Manager:
- To understand service needs and develop action plans to address areas of weakness.
- Sets objectives, targets and monitors performance within neighbourhoods, develops improvement plans and strategies to address areas of concern.
- Develops service standards and monitors against targets to ensure they are met or exceeded and provides reports to senior management.
- Leads on and co-ordinates responses to multi-service enquiries.
- Develops good practice to improve services through collaborative working arrangements with a wide range of stakeholders through mechanisms such has area forums.
- Deputises for the Head of Service and contributes towards the division’s management including the development/ coordination of strategies policies and practices to meet divisional and corporate objectives.
- Manages, supports and develops an establishment of approximately 30 staff, including voluntary and sessional support and manages budget(s) totalling approximately £700k and other financial and material resources.
Key requirements as our District Manager:
- Experience of leading and managing a team to deliver an effective frontline service
- Knowledge of local authority housing services
- Experience of working effectively with partners elected members and multi-agency working
- Knowledge of best practice in the delivery of the local tenancy management service
