Overall purpose of role

  • Be responsible for the business change design for assigned regulatory programmes for Barclays UK
  • Develop design, implementation plans and implement to make Barclays UK for assigned regulatory programmes

Key Accountabilities

Project Design Delivery

  • Understanding and simplifying the regulatory impact of assigned regulatory change on Barclays UK (BUK)
  • Leading the design activity for BUK to produce business current state, target operating model and business requirements
  • Delivering in accordance with BUK Regulatory Management methodology
  • Develop and own the Target Operating Model for assigned regulatory change
  • Managing any traceability implications from regulations to the designs/business requirements
  • Establish & manage the design authority with governance, design change control and impact assessment.
  • Develop and own the design principles for assigned regulatory change
  • Develop processes using process improvement techniques (eg Lean) where possible, to encompass all channels, segments, customers, staff and core activities.
  • Liaise with other parts of the business and stakeholders to ensure e2e designs satisfy Regulatory/business/customer strategy (ie operational effectiveness, cost efficiencies etc.) and align to Group operating models as appropriate.
  • Identify key efficiency improvement initiatives through the evaluation of information and performance data using process improvement techniques, linking these to the improvement of the customer experience
  • Identify key business change opportunities and gain sponsorship to initiate and undertake specific pieces of work to address issues

Stakeholder Management

  • Communication with stakeholders, including Head of Risk & Regulatory Change/AE, Business Unit Steering Committees, Operational Owners as required;

BUK Regulatory Management Team Management & Staff Development

  • Develop and retain internal talent by adding breadth to their experience, network and knowledge;
  • Take on line management responsibilities
  • Provide leadership and coaching to ensure that all staff are aligned to the goals and culture of both BUK Regulatory Management and Barclays;
  • Rigorously discharge all of the Group's HR policies (including Performance Development, Equality and Diversity, Disciplinary & Grievance) in respect of staff Line Managed;
  • Demonstrate total commitment to the personal and professional development of all members of Change.

Organisational Development

  • Act as a role model in terms of both delivery and behaviour for all staff in BUK Regulatory Management;
  • Mentor and coach colleagues and clients by sharing experience;
  • Input into the ongoing development of Business Change Policy, Group Change Governance, Methods, Standards and Tools

Person Specification

Knowledge & Expertise

Essential

  • Significant experience of producing operating model designs and organisation design
  • Experience in processes and procedures developments
  • Experience in leading business requirements development
  • Proven experience in leading impact assessments for financial services organisations as a result of a regulatory change
  • Experience of developing executive level strategic options and recommendations
  • Experience of synthesising and developing assessment of regulation, impact and the strategic response to meet regulations
  • Proven Change Management skills and expertise,
  • Ability to operate in a complex, Matrix environment
  • Experience & Understanding of Financial Services environment
  • Experience of working with multiple stakeholder groups with vested interest
