My client who are a leading name in the Energy and Utilities sector are currently looking for an experienced Quantity Surveyor/Contract Officer to join them.

To develop, manage and report on all Framework contracts within and required by the National Consents Team. Ensure that all required Frameworks operate effectively and efficiently, to support the delivery of project consents and land rights within the National Consents Team, and ensure that all spend is actively and clearly tracked and effectively monitored, and that all purchase orders can be properly challenged and reviewed, and controlled so as to ensure that they remain in governance.

Responsibilities:

  • Ensure that all Frameworks are operated effectively and efficiently to meet the needs of Consents and Lands Officers within the National Consents Team and the needs of the wider business.
  • Working with Global and Transactional Procurement develop and communicate all necessary processes, procedures and guidance, including best practice, in contract management both internally within the National Consents Team, and externally across all suppliers, to ensure proper, effective and economic contract management, efficient use of the Frameworks, and monitoring and compliance with said process and procedures.
  • Ensure that Framework and purchase order data is collated, recorded and communicated and shared in an appropriate, accurate and timely manner with Consents and Lands Officers, Project Accountants, Consents Managers and Global Procurement.
  • Analyse and present Framework and purchase order data to demonstrate Framework utilisation and supplier performance..
  • Capture and record contract financial data, attending project finance meetings, reporting at Consents Management meetings where required.
  • Collaborate with and effectively support Procurement & Finance personnel to address any issues relating to Frameworks, purchase orders and supplier performance.
  • Provide effective and timely support to Consents and Lands Officers, and to Framework suppliers in resolving contract management issues, concerns etc

  • What Frameworks are and how they operate - essential.
  • Why and how purchase orders are monitored and controlled - essential.
  • What MS Office is capable of doing - essential.

Experience

  • Developing new frameworks - desirable; using existing frameworks - essential.
  • Drafting and communicating process, procedures and best practice guidance to internal and external individuals and organisations - essential.
  • Inputting, analysing, manipulating and presenting data in MS Excel - essential.
  • Presenting technical information and requirements in a non-technical way - essential.

Skills & Technical know how

  • Competent in creating formulae in MS Excel to manage and analyse data - essential; advanced - desirable.
  • Communicating effectively with individuals and organisations with a varied understanding of process and procedures and with mixed level of MS Excel skills - essential.
  • Effectively manage information from a variety of different sources simultaneously - essential.
  • Excellent time management & organisational skills - essential.
