The Executive Head of Technical & Property Services’ core responsibilities cover four main areas: development of the estate; associated operational maintenance and compliance; all support services defined as ‘estates and facilities’ and specific responsibility for property related health and safety services within the University.

The post holder will be required to provide effective leadership and management of the University's technical and property services across the University group. Primarily the role will focus on managing the departmental, functional and operational activities of the technical, property and other related services, consistent with, and contributing to, the University’s Strategic Plan and associated Core Strategies.

The post holder will have the overall responsibility for the leadership, development and direction of operational management in conjunction with the Director of Operations across the full range of activities in relation to the Directorate, including income generation initiatives, current and potential, associated with all of the University’s physical assets. There will be a requirement for the post holder to contribute significantly to the corporate strategic planning processes under the leadership of the Director of Operations. The post holder will play a key role in defining and implementing the University’s capital development programme including capital project management and procurement processes in conjunction with relevant officers.

As Head of a large and varied unit he /she will be charged with the overall responsibility for the service areas defined as ‘Technical and Property Services’ and will be required to liaise effectively with members of the Senior Management Team (SMT), Deans of Faculty, Heads of School and Heads of other Support Units, specifically with regard to potential areas of overlap and duplication, which the post holder will be responsible for clarifying as appropriate (and in conjunction with the Director of Operations as necessary and/or as directed). A key element will be ensuring that the Technical & Property Services teams operate effectively and efficiently and it is crucial therefore that the post holder has a thorough understanding of Estates and Facilities management, and in particular, the technical aspects of managing a modern property portfolio that is fit for purpose for responding to the needs of the University.
