Business Wales provides a first class business support service to Welsh SMEs on behalf of the Welsh Government, funded by the European Regional Development Fund. From January 2016 this service will be delivered by Growth Partnership Wales (GPW) a partnership of Business in Focus, Antur Teifi and Peninsula Enterprise (PE).

Superfast Business Wales is new service element of Business Wales, commencing in January 2016, it will support businesses across Wales understand, adopt and exploit the benefits of Superfast Broadband.

The Programme Manager will be critical to the successful delivery of this service. Reporting directly to the CEO of Peninsula Enterprise and with dotted line responsibility to the National Contract manager of the Business Wales the successful candidate will

• Drive performance and ensure that the Programme meets financial and non-financial performance and quality targets
• Ensure robust processes are in place to deliver a high quality service to businesses and  comply with both Serco Management Systems, EU and Welsh Government compliance and reporting requirements
• Provide leadership, management and support to the programme team ensure that managers and employees are empowered and developed to their maximum potential
• Be accountable for monitoring and achieving programme targets including proposing and instigating remedial action for delivery if/when required
• Act as the senior point of contact for Welsh Government
• Work across Wales  to ensure close knowledge of regional and national superfast broadband plans or activity – at both project partner and private sector infrastructure provider level
• Monitor technical advancements and emerging service needs and implement and manage change in operations and service requirements through liaison with key stakeholders/partners
• Ensure that all activities are carried out in an honest, ethical bias free manner,
• Deliver an inclusive service in line with Serco values and Welsh government contractual requirements

Mae Busnes Cymru’n darparu gwasanaeth cefnogi busnes o’r radd flaenaf i Fusnesau Bach a Chanolig Cymru ar ran Llywodraeth Cymru, sy’n cael ei ariannu gan Gronfa Datblygu Rhanbarthol Ewrop. O fis Ionawr 2016 bydd y gwasanaeth hwn yn cael ei ddarparu gan Bartneriaeth Twf Cymru, partneriaeth rhwng Busnes mewn Ffocws, Antur Teifi a Peninsula Enterprise.

Mae Cyflymu Cymru i Fusnesau’n elfen newydd o wasanaeth Busnes Cymru, sy’n dechrau ym mis Ionawr 2016.  Bydd yn helpu busnesau ledled Cymru i ddeall, mabwysiadau ac ymelwa ar fanteision Band Eang Cyflym Iawn.

Bydd y Rheolwr Rhaglen yn hanfodol i lwyddiant darparu’r gwasanaeth hwn. Yn adrodd yn uniongyrchol i Brif Weithredwr Peninsula Enterprise gyda chyfrifoldeb llinell fylchog i reolwr Contract Cenedlaethol Gwasanaeth Busnes Cymru, bydd yr ymgeisydd llwyddiannus yn  

•  Gyrru perfformiad ac yn sicrhau fod y Rhaglen yn cyfarfod â thargedau perfformiad ac ansawdd, ariannol ac anariannol.
• Sicrhau y sefydlir prosesau cadarn er mwyn darparu gwasanaeth o ansawdd da iawn i fusnesau ac i gydymffurfio gyda gofynion cydymffurfio ac adrodd Serco Management Systems, yr Undeb Ewropeaidd a Llywodraeth Cymru.
• Darparu arweinyddiaeth, rheolaeth a chefnogaeth i dȋm y rhaglen a sicrhau fod rheolwyr a staff yn cael eu nerthu a'u datblygu hyd eithaf eu gallu.
• Yn atebol am fonitro a chyrraedd targedi'r rhaglen gan gynnwys cynnig a dechrau ar weithredu adferol ar gyfer darparu os / pryd y bydd angen
• Gweithredu fel yr uwch fan cyswllt gyda Llywodraeth Cymru

• Gweithio ledled Cymru i sicrhau gwybodaeth drylwyr o gynlluniau neu weithgaredd band eang cyflym iawn rhanbarthol a chenedlaethol – ar lefel partneriaid y prosiect ac ar lefel darparwyr seilwaith y sector preifat
• Monitro datblygiadau a gofynion technegol sy’n codi ar gyfer y gwasanaeth a rheoli newidiadau yng ngofynion y gwaith a'r gwasanaeth drwy gydlynu â rhanddeiliaid / partneriaid allweddol.

• Sicrhau fod yr holl weithgareddau’n cael eu cynnal mewn modd didwyll, sy’n foesegol ac yn ddiduedd.
• Darparu gwasanaeth cynhwysol yn unol â gwerthoedd Serco a gofynion cytundebol Llywodraeth Cymru.

The successful candidate will have

• A business related degree or equivalent experience based on career in business
• Experience of management at a senior  level
• Team leadership, management development skills
• Experience in delivering large, regional, complex public sector projects with in-depth understanding of EU funding and state aid rules
• An understanding of Superfast Broadband technology and its business applications
• Full driving licence and flexibility to work out of normal office hours when necessary
   

The ability to communicate fluently in Welsh and English would be an advantage in this role.
