A leading global EPC construction company working in over 30 countries. Specialising within the high technology industries including - Nuclear, Pharmaceutical, Waste to Energy, Cleanroom technology and Science & Research to name a few.
Purpose, Context & Responsibilities
Purpose
- Implementation of company global goals, policy and vision
- Provision of health, safety and environmental advice, information and guidance
- Ensuring that company and legislative EHS requirements are implemented
Responsibilities
- Advise project management on all aspects of health, safety and environmental issues
- Implement company and legislative EHS requirements
- Ensure compliance with the project Health & Safety Plan. Update the plan as required during the project. Ensure updated plans are issued to contractors
- Notify all serious accidents and incidents in compliance with the company 'Incident Notification Policy'
- Compile accident and incident reports and undertake incident investigation as required
- Collate accident statistics, RIDDOR categorise accidents and undertake trend analysis
- Implement proactive and reactive safety measures as required
- Undertake risk assessment of site office premises and advise project management of deficiencies
- Undertake site related risk assessments where required (e.g. for direct labour where employed by the company)
- Ensure all legally required notices and signs are displayed on the site safety notice board
- Conduct site safety audits and environmental audits and implement corrective measures as required
- Check that design risk assessments are issued to contractors
- Attend contractor 'kick-off' meetings and ensure that contractor's site management is familiar with the project Health and Safety Plan requirements
- Check that contractors (and their subcontractors) personnel and operatives attending site are appropriately trained e.g. CSCS card holders or similar approved
- Present 'Project Specific Safety Induction'
- Collate, review and file, safety related documentation submitted by contractors (and their sub-contractors) including;
o Safety Plans
o Training documents
o Task specific risk assessments and method statements
o Confined spaces, noise and vibration assessments
o MSDS / COSHH data and assessments
o Test certificates for cranes and lifting equipment
o Calibration and test certificates for safety related equipment
o Harness inspection records
o PAT records
o PUWER inspection records
- Ensure appointed contractors (and their sub-contractors) submit weekly attendance and hours worked records, submit accident/incident reports, attend safety meetings and hold Tool Box Talks. Occasionally attend contractors Tool Box Talks to gauge effectiveness
- Undertake regularly daily proactive and pre-emptive monitoring of the work place to minimise the potential for incidents and accidents to occur
- Monitor contractors (and their subcontractors) to gauge compliance with SPA (Safe Plans of Action), risk assessments and method statements, legislative and project specific safety requirements and site rules
- Undertake Safety Behaviour Observation, collate and assess data
- Undertake formal workplace health, safety and environmental inspections and SPA audits
- Undertake plant, scaffold, mobile tower inspections
- Control and issue 'Permits To Work', 'Hot Work Permits', 'Excavation Permits', 'Electrical Permits' and 'Confined Spaces Permits'
- Prepare weekly project accident/incident statistical analysis. Prepare weekly and / or monthly safety reports to meet Client requirements. Issue weekly statistics, accident and other safety reports, minutes etc to the UK / European EHS Manager
- Attend the weekly Safety Leadership Team Meeting
- Chair and minute weekly Health & Safety Meetings (including Crane Co-ordination as necessary)
- Chair and minute weekly safety committee meetings attended by contractor's elected safety representatives where required
- Undertake formal contractor compliance audits during the project
- Advise the Project Director when disciplinary proceedings are required for breach of project health, safety or environmental requirements
- Liaise with contractors to improve safety standards
- Liaise with the client and CDM Co-ordinator. Make safety documentation available to the CDM Co-ordinator
- Liaise with the Health & Safety Executive, Environment Agency or other government appointed body as required

Essential
- NEBOSH Construction Certificate
- Construction Skills Certification Scheme card holder
- 5 years minimum construction safety experience
- Working knowledge of UK health, safety and environmental legislation
Highly Desirable
- British Safety Council Level 6 Diploma or NEBOSH Diploma
- IOSH Membership
