HR Manager based in Halesowen offering a salary of £32,000 circa dependent on experience

The Housing Association has a long-standing and established history of providing excellent services to people with sensory impairments and complex needs. While the organisation has traditionally focused on accommodation based services, it is now using its knowledge and expertise to expand into home care services through it’s ‘home heroes’ service.

We are now looking for a HR Manager to support our mission to provide flexible support and care services which are innovative and led by the individual. We have around 100 staff and you will be supported by a part time HR Administrator.

HR Manager Main Duties:

  • To lead on all Human Resource Management and Learning & Development issues.
  • To work towards the organisation’s strategic objectives.
  • To ensure Managers are confident and supported in managing staffing issues.
  • To embed company culture and continuous improvement of HR processes through the innovative use of systems, communication and training.
  • Responsible for developing a strategic HR business plan.
  • Accountable for ensuring that the organisation is legally compliant in terms of changing employment legislation and the requirements of CQC.
  • Ensure all HR policies and procedures are available, reviewed and revised regularly.
  • To support disciplinary and grievance situations including investigations, supporting hearings and ensuring actions are recorded and followed up.
  • Providing procedural and employment law guidance and where possible up-skilling managers in HR processes.
  • Ensure effective absence management to keep absence to a minimum by identifying trends and taking appropriate action regarding sickness absence and supporting Managers to conduct effective returns to work.
  • To lead on TUPE transfers to support organisational change and expansion.
  • Responsible for producing an annual Learning and Development plan, including identification of training needs and delivery of a managers training programme.
  • To design, over-see and co-ordinate the Staff Forum, the recruitment & induction process and leaver process.
  • Providing monthly and quarterly KPIS, identifying and taking action when trends occur.

HR Manager Necessary Skills, Qualifications and Experience:

  • CIPD qualified
  • Good understanding of employment legislation
  • Understanding of care and support settings would be desirable
  • Experience of managing complex ER cases, TUPE and delivery of L&D strategies
  • Experience in a stand-alone HR role
  • The successful candidate will be confident with strong influencing skills, have the ability to work on their own initiative, have excellent interpersonal skills and the ability to communicate calmly and effectively.
