PHP Developer - Laravel

My client, a digital agency, are looking for a PHP Developer to start asap (Thursday). It's for 4 weeks work.

The project is to create an application, think exclusive forum where users can vote responses up and down, and users can be assigned to particular groups, and questions posted to a group.

You need to be confident speccing this with us, as they are pushing to use Laravel php framework but open to other options.
