Description:
Thales Land and Air Systems division develops the complete airspace security solution for civil and military customers as well as addressing the needs of land forces involved in conventional and asymmetric operations.

We are sourcing a Bid & Project Manager for the Air Operations Systems & Services division in Templecombe, Somerset. This role will report to the Head Of Programmes

The Bid & Project Manager, manages and coordinates internal and external teams (including the customer). He/she leads the bid & project activities through out the bid and project lifecycle to the satisfaction of the internal & external stakeholders.

Key Responsibilities for the Bid & Project Manager:

With the support of Head of Product Management and Business Winning contribute to prepare the bid and support/contribute to the negotiation with the Customer:
Define the initial project baseline based on a viable solution and project structure regarding the customer requirements and Company strategy/policy
Launch the solution orient phase, organise and plan the future project
Create and validate the bid based on the stakeholders' commitment, by managing risks and opportunities of the future project
Define major milestones for delivery and acceptance, consolidate the costs and validate the whole project baseline for the bid
With the support of the Head of Programmes ensure transition to the project phase and prepare, organise and validate the project launch:
Establish and update project requirements baseline in a collaborative work with the Bid Manager and the Capture Leader,
Establish and update project execution baseline (project structure, work package description, partners and supplier contractual data, management plans, costs, budgets and financial structure, resourced schedule)
Establish and update project key decision data (contingencies, strategy, business case)
Initialise the project : identify the key project stakeholders, set the project team, organise the project structuring activities, start up project activities and identify and allocate the source project requirements
Manage the financial aspects of the acquisition strategy : "Make or Buy" strategy, suppliers consultation and negotiation, signing contract, contract's execution and closure
Lead the project launch review and involves all stakeholders: project team, Management Plan and associated documents (WBS, OBS, schedule, budget allocations...), industrial scenario, project charter, team charter...
Execute, monitor and control the project
Control the project in respect of the stakeholders' commitments, while mastering risks and opportunities,
Control requirements, costs and schedule during all the project life cycle
Manage project quality and customer and stakeholders overall satisfaction
Manage legal and contractual requirements including handling disputes
Conduct regular progress review meetings, reporting the project progress to the company senior management
Close the project (archiving of documents, closing of the expenditure authorizations) by capitalizing and sharing on enterprise experience (lessons learnt)

The jobholder is expected to have at least 2 years management experience, either in the Defence or Commercial sectors, with a background in the delivery of customer bids & programmes.
Desirable
Knowledge of UK and export defence acquisition strategy and processes.
Understanding of a broad range of military systems across the Air, Maritime and Land sectors
Knowledge of Air Mission Planning and Support, Tactical and/or ISR Data Links, including Link 16, Link 22 and CDL sector, with an understanding of its primary drivers, stakeholders and competitors.

Qualifications:
Essential


Degree: (2.1 or higher) or equivalent, preferably in a technical discipline (Systems, Software, Hardware or Mechanical engineering), Business Administration / Management or Project Management.
Continuing Professional Development: CEng, MIET, MAPM
