Reference: 16573 Start Date: Immediate Description: Job purpose: To be accountable for the provision of a comprehensive personnel, HR and payroll administration service, maintaining up-to-date and accurate personnel/payroll records, providing administrative support to TOMS along with the support and provision (development & implementation) of HR systems & processes. Reporting lines and interactions:
- Functionally reports to: TOMS Manager
- Directly supervises (operationally): TOMS Administration Team
- Key interactions (internally, externally): Resources Managers, Coordinators, Leads, Offshore Managers and Supervisors, Competence and Training team, Technical Managers, Individual Personnel, Labour Suppliers
- Up to date knowledge of employment law
- Oil and gas industry experience within an HR Department
- Experience in a generalist HR advisor/Associate role
- Previous experience of having worked directly with line managers in the provision of a full HR service
- Working knowledge of offshore personnel employment models and issues

- Report any unsafe or environmentally unsound acts and conditions to their immediate Supervisor such that remedial action can be taken to manage the risk.
- Relevant degree qualification and / or professional qualification e.g. CIPD
- Previous experience of having worked directly with line managers in the provision of a professional HR support service
- Previous experience of HR project work e.g. salary/bonus reviews, appraisal process etc
- Working knowledge of HR databases
- Day to day supervision of the TOMS Administration team and ongoing support including undertaking annual appraisals
- Ensuring the Helpdesk, PRF mailbox and CV database is managed accordingly in line with the processes
- Assist TOMS Management in preparation and implementation of Contract renewals, rate reviews & OMT bonus ensuring that systems are updated accordingly.
- Reviewing, creating & updating process maps for HR / Admin activities
- Support Resources Managers in dealing with training / promotion, disciplinary and interviews ensuring consistency.
- Maintenance of all TOMS policies, processes, procedures, workflows, forms and systems etc
- Reviewing, collating and analysing information on job descriptions, training matrices & competence portfolios for offshore roles.
- Manage the probationary process for new starts
- Manage the sickness & industrial injury cases including reporting, follow up and financial aspect for offshore personnel.
- Ensuring job descriptions and matrices are kept up to date
- Dealing with individuals on HR related issues.
- Supporting development and implementation of HR policies & procedures in line with relevant legislation, supporting their communication and application offshore.
- Provision of support, advice and counsel to TOMS team, Offshore Managers & Supervisors in areas such as selection, recruitment, performance management, grievance and discipline.
- Ensure HR policies and procedures are kept up to date in line with current legislation.
- Ensure TOMS are fully compliant with the handling of personal information in accordance with the Data Protection Act.
- Ensure HR Systems are kept up to date and accurate.
- Ensure all monthly reports are prepared and submitted on time including but not limited to Houlder report, KPI's, contract days.
- Ensure that the Authority to Recruit, Contracts, Promotions, Transfers and all correspondence with the Offshore worker is handled in accordance with the Offshore Employing Companies procedures and legislation.
