Reference: 16476 Start Date: Immediate Description: Job purpose: Provides management, leadership and technical oversight of QHSE for the respective Business Center to ensure that projects are designed, procured, and constructed/installed in accordance with Genesis and customer QHSE requirements. Responsible for implementing the QHSE Management Systems (QMS) within the business center locations and projects. Manages and develops QHSE personnel. Provides leadership and facilitation to engage business center management and project teams in organizational and process improvements to achieve QHSSE objectives and improve business effectiveness. Reporting lines and interactions:
  • Functionally reports to: Global QHSE Director
  • Directly supervises (operationally): Quality & HSE Managers, Engineers, Coordinators
Profile:
  • Education- BS degree in Engineering or related QHSE field preferred,
  • Work experience preferably in an Engineering and manufacturing, fabrication, construction and installation fields in the offshore oil & gas industry.
  • 5-7 years' QHSE management experience is required.
  • Experienced auditor, internal and external; ISO Lead auditor certification is preferred;
  • Formal Incident Investigation training (Tap Root or is preferred.
  • Training in relevant HSE specialties, e.g. Lean Six Sigma, Behavior Based Programs, Root Cause Analysis, Risk Assessment, Occupational Health and Safety (OSHAS), etc. a plus.
  • Experience in implementation and management of of ISO 9001, ISO29001, ISO 18001, and ISO 14001 management systems.
SKILLS
  • Demonstrated leadership and facilitation skills.
  • Must have very good written and oral communications. Required to speak effectively before groups of Senior Management, clients, subcontractors, and/or employees of the organization.
  • Training in facilitation skills and training delivery.
  • Excellent computer skills required. Must have experience with Microsoft Office Programs.
  • Use of basic reasoning, thinking "on your feet", and ability to resolve issues quickly with little or no direction from a superior.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule format.
  • Ability to make good judgments and render good decisions.
  • Effectively Lead and participate in teams.
Main accountabilities: Leadership and Management
  • Continually maintain an appropriate level of awareness, knowledge and preparedness across the company to create a culture that prioritizes effective QHSE and balances overall associated costs.
  • Serve as the expert within the field of QHSE when called upon to address regulatory, agency compliance issues, third party safety & liability consultants and subcontractor representatives
  • Identify QHSE requirements and develop staffing plans for the department, proposals and projects.
  • Conduct hazard and risk assessments and change existing, or develop new recommendations from these assessments
  • Responsible for the development of annual budget recommendations and implementation.
  • Responsible for the staffing and directing the business center QHSE Department, including the management of all project QHSE personnel.
  • Lead, Coach and guide staff.
  • Provide training and development to ensure competency of QHSE Staff.
  • Devise, supervise, and coordinate training programs or media which will increase proficiency in safe practices and promote HSE consciousness.
  • Ensure effective QHSE performance in the Business Center and projects, standardizing QHSE requirements across all projects.
  • Lead or participate in investigations of major quality failures and HSE incidents, follow up and verify that corrective actions are effective.
    • Actively participate in the scheduling of safety meetings to review HSE performance and policies.
    • Address specific reporting and record keeping of governmental requirements as well as other pertinent safety/regulatory compliance matters and to ensure project sites are in compliance.
    • Conduct and report Client Expectations and Satisfaction surveys.
      • Stay abreast of current and emerging technical and professional aspects of this position.
      • Successfully manage change within the organization.
      • Act as resource for interpretation of Genesis QHSE standards, client requirements, industry requirements and legislation, technical data and reconciliation with applicable codes related to HSEQ.
QHSE Management System Implementation
  • Enhance QHSE awareness in the organization:
    • Understand overall business direction and facilitate QHSE contribution to organizational success
    • Promote QHSE and continuous improvement/best practices.
    • Maintain effective relationships across the organization in order to influence senior management, peers and subordinates to achieve objectives.
    • Review internal QHSE policies and practices to ensure they are current and appropriate
    • Manage QHSE ISO Certification implementation and compliance.
    • Establish audit program and review audit findings; Analyze and trend for continuous improvement.
    • Management of the BMS within the Business Center.
    • Focal point for internal and external audits relevant to business center
    • Assure effectiveness of Feedback/Lessons Learned and Corrective/Preventive Action systems within business center
    • Analyze and report QHSE leading and lagging indicators; Ensure effective measurement and reporting of QHSE performance and issue business center monthly/quarterly reports.
QHSE in Projects :
  • Focal point for QHSE input for QHSE deliverables for proposals and projects;
  • Estimate project QHSE personnel manhours.
  • Mobilize resources on projects to meet project requirements.
