We will need a more flexible workforce with the skills, ability, attitude and agility to see us through our change journey and form the council of the future. The Workforce Development team, as part of HR Services, will support services to develop the Council's work force of the future, achieving cultural change and operational improvement through the Council's '2020 North Yorkshire' change programme, as well as address 'business as usual' service priorities. Whilst there are significant challenges around the pace, scale and complexity of the change, there has never been a more exciting time to work in Workforce Development. This is a chance for you to be involved from the early stages, and make a significant contribution, working closely with colleagues in the Training and Learning delivery team who are also part of the overall function. The key responsibilities of Workforce Development are as follows: •Look to the future and help deliver cultural change. •Ensure that the strategic vision is translated into plans in collaboration with professionals, partners and service users. •Develop, commission, monitor and review the Councils' Corporate and Directorate workforce plans. •Influence and positively challenge service managers to achieve the most effective workforce development approaches. •Work with services to identify gaps and plan resources and skills for the future. •Work closely with key stakeholders to achieve a co-ordinated and integrated approach. •Have a performance focus that measures and achieves the desired outcomes. •Represent the views and needs of the Council and Directorates on a range of groups at Corporate, Regional and National level. Whilst we are at the early stage of the change programme and to help us on this journey we are looking for people with the following attributes: •Ability to see the big picture as well as focus on day to day delivery. •Exceptional planning and organisation skills to deliver against high volume operational demands and key projects, to budget and timescale. •Working with and engaging multiple stakeholders to develop proposals for well planned learning and change processes. •Flexibility and creativity in commissioning learning interventions for large and complex services and partners. •Strong personal resilience to deliver operational workload, whilst challenging current ways of working to make service improvements. •Prioritising and problem solving skills. The workforce development function is a key part of the HR and strategic workforce agenda for the County Council, and therefore job holders will be expected to bring with them a core area of professional knowledge and experience but will also be required to be flexible across portfolios. We are open minded regarding your core professional area as we can align the available work to your strengths and background within the team. Previous experience in Workforce Development would be welcomed, but is not essential, subject to maintaining the appropriate balance of skills and experience in the overall team. As the service is developing we have a flexible approach to appointments in terms of tenure: temporary, secondment, permanent; and also in terms of work pattern: full-time, job-share, or part-time.
