Quanta is seeking a Project Procurement Manager to join one of our Clients focussed on the planning, construction and operation of facilities generating power from renewable energies. Reporting to the Senior Procurement Manager, the Project Procurement Manager will take personal responsibility for the successful delivery of all aspects of the procurement life cycle of one or more Projects.

Project Procurement Manager Duties will include:

Delivery Phase:

. Establish and maintain strong working/strategic relationships with Project team and relevant Business stakeholders
. Manage Project Team/stakeholder expectations throughout Project Procurement life cycle
. Develop and maintain external relationship with market sector
. Develop and maintain comprehensive understanding of supply chain
. In consultation with Project Manager/Client and other Business sectors, develop, draft and secure Board approval of Project Procurement Strategy documentation including associated sustainable Project Procurement Programme
. Based on the Project Procurement Strategy and in further consultation with the Project Manager/Client and other Business sectors, develop, draft and secure approval of individual contract strategy documents
. Ensure Project compliance with all approved strategies
. Undertake commercial/contractual/legal review of technical bidding documentation to establish suitability
. In conjunction with Legal, draft and develop complex bespoke commercial terms for bidding documents reflecting current market conditions
. Manage compilation/support Project Team in compilation of complex bidding documentation
. Manage formal issue of bidding documentation
. Manage evaluation and pre-assessment of supply market for potential bidders
. Manage bidding period - site visits, requests for further information, extensions of time.
. Manage formal receipt and distribution of bids
. Manage formal assessment process - in conjunction with Project Team, undertake comprehensive commercial, contractual and legal review of bids
. Develop and implement and lead negotiation strategies
. Prepare comprehensive commercial assessment, secure supporting technical assessment and submit for Board approval
. Manage formal award process and de-brief unsuccessful bidders
. Develop and maintain appropriate Procurement/Project/Contract records
. Prepare monthly/ad hoc reports

Construction Phase:

. Provide all necessary commercial/contractual support to the Project Team
. Ensure that commercial issues are addressed
. Understand and apply agreed contract terms and conditions to construction activities
. Manage Contract variation and claioms process
. Develop, advise and support on commercial/negotiation strategies
. Negotiate settlement of variations and claims
. Contractor performance monitoring and reporting
. Develop and maintain appropriate Procurement/Project/Contract records
. Prepare monthly/ad hoc reports
. Provide feedback and support to Upstream Management
. Review existing and develop new Processes and Procedures
. General Commercial support to business

Skills Required:

. Detailed Project Procurement experience. A background in the renewable sector is preferred
. Experience with Onshore Wind projects
. Hydro project knowledge will be advantageous
. You must have recent experience of using NEC 3 Option A and this should be clearly detailed in your CV
. Candidates should be immediately available or have a notice period of no more than 4 weeks
. Excellent communication skills
