Oxfordshire Partnership
Capita have been appointed by Carillion to deliver professional services to Oxfordshire County Council with Carillion providing the FM elements. All three organisations work together in the Property & Facilities Partnership Office (Cuffas Lea House, 3500 John Smith Drive, Oxford, OX4 2WB) delivering an integrated service. The Partnership has just entered the third year of a 10 year contract.

The Estates Surveyor roles will be within the Estates Team dealing with all aspects of the Council's property portfolio.

Key Responsibilities:

  • To provide professional expertise and advice to colleagues, clients and others on property management and various other property related matters in an efficient and cost effective manner.
  • To work as part of a team delivering co-ordinated solutions with a 'right first time' approach, sharing failures and successes, assisting others as necessary.
  • To develop and maintain good working relationships with colleagues and clients.
  • To develop and maintain an understanding of clients' business needs.

  • Maintain the value of the property assets by regular review and valuation.
  • Ensure revenue is maximised in accordance with prescribed performance targets through the negotiation and implementation of rent reviews, lease renewals or lease restructures.
  • Ensure proper compliance with Landlord and Tenant covenants.
  • Identify and implement opportunities to rationalise the assets.
  • Provide appropriate information for the maintenance of proper estate records.
  • To undertake freehold or leasehold disposals of land and/or buildings to maximise the capital receipt for the client, including reservation of appropriate rights for clients' retained land or property.
  • To undertake site searches, option appraisals and feasibility studies as directed, together with negotiations for freehold or leasehold acquisitions.
  • To acquire interests in property by agreement or under compulsory purchase powers and prepare land cost estimates for budget purposes.
  • To provide professional advice and valuations in relation to: Asset valuations for capital accounting purposes.
  • Service charge and fire insurance cover for properties occupied and/or managed by the client.
  • Estimates for revenue and capital budget purposes.
  • Restructuring of leases.
  • To prepare client reports and briefing papers in relation to project work and attend client meetings as necessary.
  • To achieve agreed performance related standards and agreed budget objectives applicable to property related matters.

Essential Requirements:

  • Qualified to MRICS standard to ensure that services provided in a professional manner and in accordance with the standards and rules of conduct of the RICS.
  • Experience performing a similar role with good professional knowledge and relevant experience in estate management and valuation matters over a range of properties.
  • Demonstration of a positive attitude to Health and Safety.
  • Good oral and written communication skills and report writing ability to provide clear information and advice on property matters to colleagues, clients, and the general public.
  • Ability to prioritise and manage multiple projects to deadline and budget.
  • Good relationship management with both colleagues and clients to develop and maintain good working relationships and make a positive contribution to the successful working of a professional team.
  • Understanding of the need to comply with Capita and clients Financial Regulations, Standing Orders and Corporate Standards to deliver an expert service in accordance with established procedures and standards.
  • The ability to work under direction but to be able to use their own initiative when required.
  • Proficient in MS Office skills (Word, Outlook, Excel etc.)
  • Driving licence.

Note: The postholder must pass a Criminal Records Bureau check.
