Robert Half Management Resources are recruiting for a Strategic Commercial Manager for Local Authority/Public sector client. 12 month FTC, salary GBP70-GBP80K pa DOE, based in Devon.

The Strategic Commercial Manager will be responsible for the development, production and updating of the Council's commercial strategy with principles, guidelines, controls and protocols including how benefits are captured and used by analysing the market and advising the council's senior management team on development opportunities.

The Role

  • Develop and co-ordinate the implementation of a commercial and marketing strategy that enables the council to maintain and grow its income base and net profitability.
  • Identify new commercial contract opportunities, taking the lead on constructing robust bids to secure new contracts and long term client relationships for the council.
  • Develop clear robust frameworks for analysing and setting service costs, costing of bids and analysing commercial risks to inform the development of future commercial opportunities.
  • Develop strong working relationships with service managers and internal specialists to prepare contract bid submissions and assessments to facilitate a highly effective and Embedded commercial, client focused approach to all council services and activities.
  • Create and develop commercial opportunities to increase income from council services with both existing and new clients by targeting, initiating and developing business relationships.
  • Develop marketing strategies across a range of media to raise awareness of the council services for commercial trading, and increasing take up of traded services.
  • Enhance commercial intelligence skills and capabilities across the authority.
  • Manage the contractual arrangements and charging process for all council traded services.
  • Provide advice to directors, and elected members on emerging commercial opportunities and drafting proposals as appropriate.
  • Represent the council at meetings with potential and existing clients, undertake complex negotiation and assert influence within these relationships to secure and retain commercial contracts and develop new opportunities.
  • Develop contracts and new opportunities to ensure compliance with all relevant statutory provisions, including review performance, contract monitoring, customer feedback, complaints and identifying areas for improvement.
  • Devise criteria for monitoring and evaluating commercial successes and failures.
  • Review and analyse the outcomes being achieved through the council's commercial activities and monitor and report progress against agreed targets.
  • To investigate customer issues and ensure they are resolved appropriately and in a timely manner.
  • Regular reporting of management information regarding future services and performance issues to senior officers and elected members.
  • Responsible for the marketing budget for traded services and will be required to ensure all contracts are adequately costed.
  • Managing and leading the Council's strategic commercial team the costs of which will be sustained from additional income generated.

Your Profile

  • Educated to degree level desirable masters or equivalent level of experience of working at a similar level in specialist area.
  • Extensive commercial management and business development experience at a strategic level in both the public and private sector.
  • Solid understanding of marketing and business analysis and development techniques and how this can be applied within the public sector.
  • Sales, marketing and business development principles.
  • The law, regulations and best practice in relation to commercial management and business development.
  • The law, regulations, best practice and available powers of a local authority in relation to commercial management and business development.
  • Producing sales and marketing ideas.
  • An effective approach in influencing stakeholders and customers.
  • Successfully implementing commercialisation.
  • Identifying and securing commercial contracts and contract monitoring.
  • Negotiation, influencing and communicating.
  • Achieving organisational performance standards.
  • Gaining commitment and influencing service managers to adopt a commercial approach to service delivery.
